- Sources Sought- Commandant's National Security Program (CNSP) The Military Installation Contracting Command-Carlisle Barracks is currently conducting market research to locate qualified, experienced, and interested potential sources. The information requested by this Sources Sought announcement will be used within the Contracting Command to facilitate decision making and will not be disclosed outside the Command. This Sources Sought announcement is an advance notice for information and planning purposes only. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, nor will any award be made as a result of this Sources Sought announcement. The Command will NOT be responsible for any costs incurred by interested parties in responding to this Sources Sought announcement. Should any future requirement(s) evolve from this preliminary planning process, the period of performance will be a 23-25 July 13. The U.S. Army War College (USAWC), Carlisle Barracks requires food and beverages for the Commandant's National Security Program (CNSP) being held 23-25 July 2013. The lunches and reception will take place at the Letort View Community Center on base at Carlisle Barracks. The contractor shall provide food and beverages for approximately 150 participants and personnel in conjunction with the program; however the final number will be provided to the vendor 2 workdays prior to 23 July 13, in order not to get charged for excessive meals. The following security requirements of the U.S. Army War College Strategic force protection will apply: Access and General Protection/Security Policy and Procedures. This standard language text is for contractor employees with an area of performance within an Army controlled installation, facility or area. Contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
