- The Federal Bureau of Prisons, Transitional Drug Abuse Treatment Contracting; Washington, D.C. is seeking proposals from sources having the ability to provide community-based outpatient Substance Abuse and Mental Health Services in Spokane, Washington. Location of services should be within a 10 miles radius of Spokane City Hall which is located at 808 West Spokane Falls Blvd., Spokane, Washington 99201. Performance periods under this contract will be for a one-year base period to begin on November 01, 2013 with four (4) one-year option renewal periods with service ending (if all options are renewed) on October 31, 2018. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively. The Following services are required and may be sub-contracted to another licensed contractor. Base Year: Estimated number of Inmates = 23 Substance Abuse Treatment Services: Intake Assessments & Report (one per authorized inmate) for 23 inmates = 23 assessments Individual Counseling Sessions (30 minutes = 1 unit) 48 units (per inmate) x 23 = 1104 units Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 23= 1656 units Family Counseling (30 minutes = 1 unit) 12 units (per inmate) x 23 inmates = 276 units Mental Health Treatment Services: Estimated number of Inmates = 8 Mental Health Intake Assessment & Report (one per inmate) for 8 inmates = 8 units Psychiatric Evaluation & Report = 1 report per authorized inmate x 8 inmates = 8 reports Mental Health Individual Counseling (30 minutes =1 unit) 12 units per inmate for 8 inmates = 96 units Mental Health Group Counseling (30 minutes = 1 unit) 24 units per inmate for 8 inmates = 192 units Mental Health Medication Monitoring (six visits per inmate) for 8 inmates = 48 monitoring visits Option Year One: Drug Abuse Treatment (TDAT) most recent Statement of Work dated April 2011- No Masters. The request for quote will be available on or after June 21, 2013 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the request for quote will not be available. The site provides downloading instructions. Faith-Based and Community -Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. This requirement is unrestricted. The BOP anticipates awarding a firm-fixed price contract. All responsible business concerns may submit a proposal which will be considered by this agency.
