- The solicitation will be issued utilizing other than full and open competition under the authority of 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1 procedures. This is a single National Stock Number (NSN) Request for Proposal which will result in an Indefinite Quantity Contract (IQC) for a base year plus 4- 1 year option years. The part being procured is an Universal, Control L for NSN 1615-00-829-6855 for an estimated annual quantity of 192 each under part number 204-011-128-1, Bell Helicopter CAGE: 97499 and NP Precision Inc under part 204-011-128-1. Contract First Article Testing is required for 1 unit. Configuration Control applies. FOB Destination. Inspection and Acceptance is Origin. DLA Aviation Richmond does not currently have an approved technical data package available for this NSN. The required delivery schedule with contractor First Article Test is 338 days. Solicitation issue date is 26 June 2013. A copy of the solicitation will be available via the DIBBS Website https://www.dibbs.bsm.dla.mil/ on the issue date cited in the RFP.
