- This notice is intended to amend the Market Survey for Gun Propellants for Use in Small Caliber (5.56 mm, 7.62 mm) Military Ammunition originally posted to FedBizOpps on June 26, 2012 by providing more details concerning the Government's potential requirements. The intent is to enable potential respondents to better assess what the Government's technical requirements are. Potential respondents are reminded that this is strictly a request for information and is not to be construed as a commitment by the Government. The Government is willing to meet or hold a teleconference with any or all interested parties so long as it is clearly understood this is strictly voluntary and no funds are available or will be forthcoming for any such communication efforts. The following information is provided: 5.56 mm cartridges loaded with the alternate propellant(s) shall meet the following requirements: 1)Bullet weight. The bullet weight for the 5.56 mm ball cartridge shall be estimated to be approximately 62 grains and for the 5.56 mm tracer cartridge shall be estimated to be approximately 62 grains. 2)Velocity. The average velocity of the cartridges when conditioned at 70 degrees F plus/minus 2 degrees F shall be 3070 feet per second (fps) plus/minus 40 fps at 78 feet from the muzzle of the weapon. The standard deviation of the velocity shall not exceed 40 fps. 3)Velocity at extreme temperatures. The average velocity of the sample cartridges subjected to 125 degrees F plus/minus 2 degrees F and -65 degrees F plus/minus 2 degrees F storage conditions shall not vary by more than 250 fps from the average velocity of the sample cartridges of the same lot tested at 70 degrees F. 4)Chamber Pressure. The average chamber pressure of the sample cartridges conditioned at 70 degrees F plus/minus 2 degrees F, shall not exceed 62,000 psi. The chamber pressure of an individual sample test cartridge or the average chamber pressure plus three standard deviations of chamber pressure shall not exceed 66,000 psi. 5)Chamber pressure at extreme temperatures. The average chamber change of the sample cartridges subjected to 125 degrees F plus/minus 2 degrees F and -65 degrees F plus/minus 2 degrees F storage conditions shall not vary by more than 7,000 psi from the average chamber pressure of the sample cartridges tested at 70 degrees F. The average chamber pressure of the sample cartridges of the same lot conditioned at 125 degrees F plus/minus 2 degrees F shall not exceed 67,000 psi. Any decrease in pressure is acceptable. 6)Port pressure. The mean port pressure minus three standard deviations shall not be less than 15,300 psi for sample cartridges conditioned to 70 degrees F plus/minus 2 degrees F. 7)Port pressure at extreme temperatures. The average port pressure of the sample cartridges subjected to 125 degrees F plus/minus 2 degrees F and -65 degrees F plus/minus 2 degrees F storage conditions shall not vary by more than 2,000 psi from the average port pressure of the sample test cartridges of the same lot tested at 70 degrees F, and shall not be less than 14,600 psi. 8)Action time. The mean action time plus five standard deviations shall not exceed 3 milliseconds. (Action time is the sum of the primer ignition time, propellant burning time, and the time taken by the bullet to reach the gas port.) 9)Dispersion. When tested in a Mann barrel, both average vertical standard deviation and the average horizontal standard deviation shall either not exceed 6.8 inches at 600 yards or 1.8 inches at 200 yards. 10)Function and Casualty. The cartridges shall function without casualty when conditioned at ambient 70 degrees F plus/minus 2 degrees F, and extreme temperatures 125 degrees F plus/minus 2 degrees F and -65 degrees F plus/minus 2 degrees F in the M249, M16A2 and M4 weapons. 11) Fouling. The fouling accumulated in the M249, M16A2 and M4 weapons during the firing of the sample cartridges shall not cause failure in any weapon to function. 12) Barrel Erosion. The average life per weapon barrel of three (3) M249 barrels shall be not less than 10,000 rounds. The barrel life shall be considered as having ended when the average velocity of an individual burst in the test drops 200 ft/sec or more with respect to the average velocity of the initial burst of the test or when the bullets, from twenty percent or more of the cartridges show keyholing; whichever comes first. (Keyholing is yaw exceeding 15 degrees at range of one thousand (1000) inches). 7.62 mm cartridges loaded with the alternate propellant(s) shall meet the following requirements: 1)Bullet weight. The bullet weight for the 7.62 mm ball cartridge shall be estimated to be approximately 131 grains and for the 7.62 mm tracer cartridge shall be estimated to be approximately 131 grains. 2)Velocity. The average velocity of the cartridges when conditioned at 70 degrees F plus/minus 2 degrees F shall be 3012 feet per second (fps) plus/minus 87 fps at 78 feet from the muzzle of the weapon. The standard deviation of the velocity shall be not greater than 32 fps. 3)Velocity at hot extreme temperature. The average velocity of the cartridges at 125 degrees F plus/minus 2 degrees F shall not vary from the average velocity of the cartridges of the same lot at 70 degrees F plus/minus 2 degrees F by more than plus (+) 150 fps or minus (-) 250 fps. 4)Velocity at cold extreme temperature. The average velocity of the cartridges at -65 degrees F plus/minus 2 degrees F shall not vary from the average velocity of the cartridges of the same lot at 70 degrees F plus/minus 2 degrees F by more than plus (+) 150 ft/sec or minus (-) 250 ft/sec 5)Chamber Pressure. The average chamber pressure of the cartridges at 70 degrees F plus/minus 2 degrees F shall be not greater than 57,000 psi. Neither the average chamber pressure plus three standard deviations nor the chamber pressure of any individual sample cartridge shall be greater than 62,000 psi. 6)Chamber pressure at hot extreme temperature. The average chamber pressure of the cartridges at 125 degrees F plus/minus 2 degrees F shall be not greater than 62,000 psi nor vary by more than plus (+) 8,500 psi or minus (-) 15,000 psi from the average chamber pressure of the cartridges of the same lot tested at 70 degrees F plus/minus 2 degrees F. 7)Chamber pressure at cold extreme temperature. The average chamber pressure of the cartridges at -65 degrees F plus/minus 2 degrees F shall be not greater than 62,000 psi nor vary by more than plus (+) 8,500 psi or minus (-) 15,000 psi from the average chamber pressure of the cartridges of the same lot tested at 70 degrees F plus/minus 2 degrees F. 8)Port pressure. The average port pressure of the cartridges at 70 degrees F plus/minus 2 degrees F shall be not greater than 12,650 psi and shall be not less than 9,150 psi. 9)Action time. The action time of the cartridges at 70 degrees F plus/minus 2 degrees F shall be not greater than 4 milliseconds. 10) Dispersion. When tested in an accuracy barrel, the goal is to meet an average mean radii of 5.0 inches of all targets of the sample cartridges, fired at 600 yards. 11) Function and Casualty. The cartridges when conditioned at 70 degrees F plus/minus 2 degrees F, 125 degrees F plus/minus 2 degrees F, and -65 degrees F plus/minus 2 degrees F shall function without casualty. 12) Fouling. The fouling accumulated in the M14 and M240 weapons during the firing of the sample cartridges shall not cause failure in any weapon to function. 13) Barrel Erosion. The average life per weapon barrel of three (3) M240 barrels shall be not less than 15,000 rounds.
