Description
The Contractor shall provide maintenance to maintain original equipment performance specifications on a Philips CM200 Transmission Electron Microscope (TEM) serial number D806. The Contractor shall provide two (2) planned preventive maintenance inspections per year at approximately six (6) month intervals. Modifications, repairs, and/or adjustments shall be made to correct deviations from the manufacturers stated performance when necessary due to normal usage in accordance with the manufacturer's instructions. Major parts coverage including system software or software upgrades applicable to current configuration shall be included. The Contractor shall exchange or modify components when in the best interest of the Government, and approved by the Contracting Officer or Contracting Officer's Technical Representative (COTR). In addition to the regularly scheduled maintenance visits, the Contractor shall provide unlimited emergency service visits and unlimited technical phone support at no additional cost during regular business hours (8:00am - 5:00 pm).In the case of breakdowns making the instruments inoperable, the Contractor shall make their best effort to respond within two (2) working days after the request for service from the Contracting Officer or Contracting Officer's Technical Representative (COTR). The Government may conduct basic maintenance such as cleaning/replacing apertures and o-rings. Also, the Government may choose to attempt simple adjustments or repairs, under the direction of the Contractor, when it is in the Government's best interest to quickly correct problems; however successful repairs remain the Contractor's final responsibility. All services shall be performed by factory-trained service engineers. Service shall include, labor, travel, living expenses, and replacement of all defective components with exception of those listed below. Parts not covered: third party software, all system consumables, including, but not limited to, the column sources, depositing and milling materials, GIS and other chemicals, gases and liquids, calibration and testing samples, wearable vacuum parts (Hot/Cold Cathode Gauges, pump seals), sample grids and similar carriers, disposables, apertures and small tooling, and aperture strips.. NASA/GRC intends to purchase the items from FEI Company. FEI is a manufacturers service representative since taking over the servicing of Philips equipment. FEI employs Philips factory trained service personnel. The equipment is highly sophisticated, very complex and only qualified, trained personnel from FEI should perform the critical maintenance and service. Additionally, only FEI has authorization to deal with the manufacturer proprietary issues involved with servicing the equipment. This instrument is used for critical NASA research programs and must be properly serviced, calibrated and maintained to provide minimum downtime. IF PROCUREMENT IS FOR COMMERCIAL ITEM(S), INCLUDE THE FOLLOWING STATEMENT] The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 6/10/13. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
