- The 22d Contracting Squadron (CONS) of the 22d Air Refueling Wing McConnell AFB Kansas announces the pre-solicitation for the Repair (Sus) Airfield Lighting System (South), solicitation number FA4621-13-R-0003. This notice is posted in accordance with FAR Part 5.203 and FAR Part 36.213-2. The Base Bid requires the Contractor to provide all management, labor, tools, equipment, transportation, materials, and supervision necessary to repair south duct banks on McConnell AFB Airfield. Work includes but is not limited to providing new airfield duct, conduits, manholes/handholes and electrical wiring with home run airfield lighting cables to the airfield vault. Drawing plans and specifications should be reviewed to determine complete scope of work included in the project. Option 1 requires the Contractor to design and construct the replacement of the Airfield Beacon located on top of the water tower, building 1339. The magnitude of construction is between $5,000,000 and $10,000,000. The place of performance for this project is located on McConnell AFB in Wichita, KS. There will be no public bid opening. The Construction period for Base Bid will be 150 days from notice to proceed. Hard copies of the solicitation will not be provided; the entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for amendments to this synopsis and any other pertinent information and for downloading their own copy of the solicitation package and drawings. The estimated Request for Proposal release date is 21 Jun 2013. The solicitation is a Request for Proposal (RFP), Performance Price Tradeoff (PPT) solicitation. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The Government intends to execute a 100% Small Business set-aside based on market research indicating the expectation of two or more offers from small business concerns. The NAICS code for this requirement is 238210 with a size standard of $14.0M. Potential offerors MUST register at http://www.fedbizopps.gov/ in order to receive notification and /or changes to the solicitation. All contractors MUST be registered in the System for Award Management or their proposal will not be considered. Contractors can obtain further information on the System for Award Management (SAM) registration at web site https://www.sam.gov/portal/public/SAM. The Davis Bacon Act (40 U.S.C. 3141 et seq.) applies to this solicitation. Check the http://www/wdol.gov for current wage determination information from the Department of Labor. NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION/RFP EITHER BEFORE OR AFTER THE BID OPENING/RFP CLOSING DATE. Per AFFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
