Description
Army Contracting Command - Redstone Arsenal (ACC-RSA), is seeking capability statements from qualified Small Businesses which have the capability to provide the necessary administrative, scientific, and logistical expertise, personnel, materials, facilities, prototype fabrication and equipment necessary to support the Aviation Development Directorate (ADD)/Aviation Applied Technology Directorate (AATD) in support of its aviation applied research mission. DESCRIPTION: This is a Small Business Sources Sought notice for businesses within the listed U.S. Small Business Administration (SBA) Government Contracting Programs. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified small business sources within the following programs; (1) HUBZone small businesses; (2) Service-Disabled, Veteran-owned (SDVO) Small Businesses; (3) 8(a) Program small businesses, including Alaskan Native, Tribally Owned, and Native Hawaiian small business concerns; (4) Woman-owned small businesses (WOSB) North American Industry Classification System (NAICS) codes will vary on scope of the effort, but will likely be in the following codes for proposed acquisitions; 54171, 541712, 54138, 541513, 541380 541511, 541330, 336413, and 488190. BACKGROUND: The mission of the AATD is to perform research and development and to provide engineering and technical services for Department of Defense and the Uniformed Services developmental and fielded aviation systems. The AATD's mission also includes providing immediate assistance to meet operational deficiencies and special mission needs. This work includes design, modeling and analysis, fabrication, and testing in a variety of technical disciplines. PURPOSE AND OBJECTIVES: The purpose of this requirement is to obtain contractor support in the following function areas: Aircraft Prototype manufacturing and fabrication, Engineering design and analysis, Test instrumentation design, analysis, and installation, Engineering services (Aerospace, Mechanical, Electrical, Systems, and Software), Engineering technician services (Aerospace, Mechanical, Electrical), Program and project management, Aviation logistics support and management, including maintenance of test aircraft, Engineering quality control Software development for customer unique requirements. Engineering Testing (Ground & Flight Test, including experimental test pilots & flight test engineers) If subcontracting is anticipated in order to meet the requirements, the prime contractor must demonstrate the ability to deliver the technical capabilities and maintain adequate labor, management, and financial control of the project. GENERAL PROJECT REQUIREMENTS: Potential sources should possess the skills necessary to perform the purpose and objectives of the requirement as briefly identified above. Staff should have experience in: Systems engineering for aviation products, systems analysis and integration for complex aviation products, software engineering, information technology administration and support, aviation test and evaluation (including system bench testing, aviation ground and flight test), technical services (e.g. computer programming, computer aided design/drafting, instrumentation, calibration, fabrication, technical illustration, technical editing, and photography), prototype fabrication, aviation system design and analysis, engineering analysis (including classical and finite element analysis, modal analysis, and structural load testing) ANTICIPATED AWARD DATES AND ORDERING PERIODS: The Government anticipates several individual awards of indefinite delivery, indefinite quantity contracts beginning in Calendar Year 2014, with varying total ordering amounts. The ordering period will be three years from date of award. CAPABILITY STATEMENT/INFORMATION SOUGHT: Small business concerns that possess the capability to perform the work described above should submit an electronic copy of their capability statement through the AMRDEC SAFE Site; https://safe.amrdec.army.mil/safe/. Capability Statements should include: 1) The name and telephone number of a point of contact for the company, history of the organization (e.g. number of years in business, duns #); 2) The type of business or organization, organizations size standard under NAICS code (number of employees and gross annual revenue), identify eligibility under 8(a) veteran owned, small disadvantaged, service disabled veteran owned, hub zone, women owned or other set aside programs stated above (Native Alaskan, Tribally Owned, Native Hawaiian concerns) ; 3) Indicate previous experience and capabilities related to the work identified above. Capability Statements should clearly identify the company's experience and qualifications to perform the proposed work; 4) management structure, identify resources available to perform the work (e.g. scientific equipment, facilities, personnel, etc.); 5) organizations should identify capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include but is not limited to, Government and/or Commercial Contracts, previously performed, references to publications, awards, commendations, etc. Interested sources are requested to specifically address aviation specific work, including flight operations, with an emphasis on research and development. Capability Statements should not exceed fifteen (15) pages in length, excluding standard brochures, to be submitted for receipt within thirty (30) days from the date of this announcement. Therefore, all submissions should be received by 8 July 2013. Inquiries will be accepted in electronic format only. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. If the Government decides to issue a solicitation, a Request for Proposal (RFP) will be available solely via the FEDBIZOPPS web page at http://www.fedbizopps.gov. It will be the Offeror's responsibility to monitor the FEDBIZOPPS web page for the release of any solicitation and amendments, and to download the RFP and all attachments.
