- DRAFT Performance Work Statement (PWS), IT Management, Support and Configuration Control, dated 6 Jun 13 SOURCES SOUGHT NOTICE THIS IS NOT A SOLICITATION ANNOUNCEMENT AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The purpose of this sources sought notice is for market research purposes to gain knowledge of potentially interested and qualified small business sources. No reimbursement will be made for any costs associated with providing information in response to this announcement and/or any follow-up information requests. There is no solicitation available at this time. Information should focus on the capability to provide the technical support services defined below. Standard company brochures are not desired. The Government intends to set aside this acquisition for small businesses. The North American Industry Classification Systems Code (NAICS) for this effort is 541513, which has a small business size standard of $25,500,000.00. This will be a Firm Fixed Price (FFP) contract. The period of performance is twelve (12) month base period with four (4) additional twelve (12) month optional periods. The solicitation is anticipated to be released in 4th Quarter FY13. The acquisition strategy will be determined in part by the responses to this notice. The anticipated award date is November 2013. SCOPE OF WORK. The United States Air Force seeks to procure contractor services to provide mission-critical IT services to support approximately 175 - 200 AF/A9 users. The most computationally oriented part of the organization is located in a Secure Compartmented Information Facility (SCIF) with specialized analytic architectures. These architectures include high performance computing (HPC) systems with a combination of UNIX (Solaris and/or LINUX) with Windows in CLASSIFIED stand-alone networks. These architectures are selectively combined and modified in some instances to run on the Secret Internet Protocol Router Network (SIPRNET) with AF IT Enterprise office automation applications. If architectural changes are required, the contractor will perform the required market research and/or architectural consultation required to move to the new architecture as prescribed. The architecture is further abstracted into another subset that runs on the Non-classified Internet Protocol Router Network (NIPRNET), centrally managed by the 844th Communications Squadron (CS). Tasks include, but are not limited to: initial equipment/software receipt to final disposition (this includes installation, configuration, patching, and troubleshooting required to deploy and maintain all of the IT assets and analytical models); supporting users across AF/A9 by providing a Help Desk: and initial technical support to ensure all assets are working as intended to achieve mission success and providing accountability and maintenance records of all AF/A9 hardware and software (all warranties and all licenses). A DRAFT Performance Work Statement (PWS) is enclosed. To evaluate the potential number of vendors capable of adequately performing under the United States Air Force PWS, a thorough review of capability statements will be conducted. Applicable Contract Data Requirement Lists (CDRLs) will be provided with the Draft Request for Proposal (RFP), if posted. SECURITY REQUIREMENTS: The prime contractor must possess a Top-Secret (TS) Facility Clearance Level (FCL) at the time of proposal submission and must be valid for at least six months after award. Three key personnel must possess a verifiable Top-Secret/Secret Compartmented Information eligible (TS/SCI eligible) personnel clearance at time of proposal submission and must be valid through February 2014. INSTRUCTIONS FOR RESPONSES In response to this sources sought, interested vendors are requested to provide answers to the following questions in relation to the scope of work described above. The answers should be brief and to the point, not exceeding ten (10) pages total. Companies submitting more than 10 pages may not be evaluated. 1. Provide the following information about your company: name, business address, web address, size/ownership of business (large, small, etc.) and provide NAICS codes the company is certified under, number of years in business, a point of contact (POC) with name, title, phone, fax, and email, Cage Code and DUNS number, affiliate information (parent corporation, joint venture partners, potential teaming partners), etc. 2. Please provide a capability statement as it relates to the sources sought request. Do not provide marketing materials. Companies providing marketing materials will not be evaluated. 3. Does your company have experienced technical staff and possess the organizational and operational strategies based on findings and impacts related to the subject of this sources soughtExplain/describe your company's experience and familiarity with performing functions described above and/or indicate ability to satisfy the Government requirements by providing a narrative identifying the scope of past and current services performed within the past three (3) years and explain how those services are commensurate with the services described above. 4. What experience does your company have relating to the implementation of Air Force IT servicesInformation relative to past and current performance and experience should include detailed references (contract numbers, description of services, types of contracts, and point of contact, to include the names and phone numbers) of major clients. In addition, we welcome comments on the industry practices and standards for this effort or similar commercial efforts to include but is not limited to contract clauses and provisions, method of quality control and assurance to ensure customer satisfaction and how contract performance is measured against a contract requirement, amount of transition time needed for full and effective performance on a new contract and any other information pertinent to this effort.
