- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NHLBI-CSB-(HG)-2013-172-AMS and the solicitation is being posted as a request for proposal (RFP). Offerors shall submit their proposals no later than 7:30 a.m. Eastern Standard Time (EST) on June 19, 2013. A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66, April 1, 2013. This requirement is set-aside for small business. The associated North American Industry Classification System (NAICS) code for this is 511210, Software Publishers. This acquisition is being conducted in accordance with the procedures of Simplified Acquisition Procedures (Simplified Acquisition Threshold of $150,000.00) as set forth in FAR Part 13. Contract Line Item Number 0001: To identify putative causative genes that will require functional validation. The UDP has generated zebrafish animal that contain candidate geneses identified from whole exome sequencing. Contract Line Item Number 0002: Shipping and Handling. Background: The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), National Institutes of Health Undiagnosed Disease Program (UDP) is a trans-National Institute of Health (NIH) initiative that focuses on the most puzzling medical cases referred to the NIH Clinical Center in Bethesda, MD. It was organized by the National Human Genome Research Institute (NHGRI), the NIH Office of Rare Diseases Research (ORDR) and the NIH Clinical Center. Many medical specialties from other NIH research centers and institutes contribute the expertise needed to conduct the program, including endocrinology, immunology, oncology, dermatology, dentistry, cardiology and genetics, among the dozens of participating senior attending physicians. A longstanding medical condition that eludes diagnosis by a referring physician can be considered undiagnosed and may be of interest to this clinical research program. Purpose and Objectives: The UDP program makes use of a diverse set of diagnostic and research techniques both to attempt to find a diagnosis and to generate research projects to advance medical knowledge. Central to the research program is the identification of putative causative genes that require functional validation. The UDP has generated zebrafish animal that contain candidate geneses identified from whole exome sequencing. It is necessary to track, capture and analyze the behavior of zebrafish larvae and adults to determine if they recapitulate what is seen in the human patient. NHGRI has a Zebra fish facility as of June 3, 2013. Contractor Requirements: The contractor must provide the following: • Ability to perform a wide range of tests on both adult and larval zebrafish; • Ability to perform locomotor activity on up to 192 zebrafish for 7 days; • Ability to analyze socaila interaction and Shoaling using fast cameras; • Ability to perform aquatic T-maze and Y-maze; • Adapted to standard micro plates (128mmX85mm) (6-, 12, 24, and 96-well plates); • An IR light system for good detection of the larvae; • A white lighting system for light conditioning (Night & Day cycle...); • Electronic connection to ZebraLab software for light triggering from the software. Multiple stimulus can be given: vibration, light, and shock; • Water flow system: pool, water input and output for long term monitoring; • Optical Infrared filters; • Digital camera with high sensitivity at up to 60 Frames /Sec; • Appropriate lens for sharp picture quality; • Power supplies (12V - 1A); • Digital user manual; • Free on-line update; • On site installation and training to the users; • One year remote technical support; • A 3D tracking system that uses the same software for recording and analyzing locomotion in fish, and • Ability to specify two arenas in a well. Contractor Requirements: • Dell T3600 workstation with all software components pre-installed. • ZebraLab 3.3 software for Windows 7. • Simultaneous analysis of several fish. • Incredible precision and good camera. The system can distinguish 5 young larvae in a single well. • Specify two arenas in a well • Ability to name individual fish • The histogram angle can be adjusted based upon the need • Easy user interface. The thresholds for each parameter (rotation, locomotion, inactivity) could easily be set. All data (raw data, analyzed data, and video recording) can easily be exported. • Flexibility for software and hardware development. Government Responsibilities: a. The government will not furnish any government property to the vendor. b. The government will not furnish any facilities to be used by the vendor. Reporting Requirements and Deliverables: a. The Government will receive real time access to the status of the project, download reports and data immediately after they are available. Inspection and Acceptance Requirements: 1. The Government will inspect all deliverables. The Contractor shall be contacted via phone or email upon delivery, if any problems are discovered. 2. A Government Official will inspect and accept requirements. NIH/UDP is located at 9 Memorial Drive, Bethesda, Maryland 20892. The FAR Provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and is hereby incorporated by reference. EVALUATION OF PROPOSALS The Government will evaluate proposals that are determined technically acceptable in accordance with the Technical Evaluation factors. The Government intends to award a single contract from this solicitation. The Government reserves the right not to award a contract. Evaluation of Proposals: The Government reserves the right to make an award without discussions based solely upon initial proposals. EVALUATION FACTORS: 1. System must perform simultaneous analysis of up to 192 larval Zebrafish with a single processing unit. 2. System must be able to specify two arenas in one well. 3. System must contain accessories to allow recording of behavior in an enclosed system for adult fish phenotyping. 4. System must contain software that allows recording of movement of organs. Price (This will be Firm-Fixed Price): An evaluation of the offeror's price proposal will be made to determine if proposed prices are realistic for the work to be performed, reflect a clear understanding of the requirements, and are consistent with the technical proposal. Reasonableness determinations will be made by determining if competition exists, by comparing proposed prices with established commercial or GSA price schedules (if applicable), and/or by comparing proposed prices with the Independent Government Cost Estimate (IGCE). In accordance with FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items, offerors must complete annual representations and certifications on-line at https://www.sam.gov/portal/public/SAM/. FAR clause 52.212-4, Contract Terms and Conditions - Commercial Items applies to this Acquisition. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies to this Acquisition. The Defense Priorities and Allocations System (DPAS) and assigned rating does not apply to this acquisition. Offerors shall submit their proposals no later than 7:30 a.m. Eastern Standard Time (EST) on June 19, 2013 The proposal must reference the RFP Number: NHLBI-CSB-(HG)-2013-172-AMS. All responsible offerors may submit a proposal, which if timely received, shall be considered by the agency.
