Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.603- Streamlined Solicitation for Commercial Items and FAR Subpart 13, Simplified Acquisition Procedure. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS. The RFP number is VA101-13-R-0154. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-66, effective April 1, 2013 and VAAR. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The proposed contract action is to provide Policy Analysis Training for the Department of Veterans Affairs (VA), Office of Policy. See the attached Performance Work Statement CLIN QTY ITEM UNIT PRICE EXTENED PRICE: 0001 1 Job, Policy Analysis Training course Instruction for up to 20 people for 3 days. TOTAL: $ All quotes shall include price(s) (unit price, extended price, total price), a point of contact: name, phone number & email, Cage Code, Duns number, business size, and payment terms. The Offeror's proposal shall consist of the following information which is divided into three parts: Technical Proposal, Past Performance Proposal and Price Proposal. The Technical Proposal shall include title page, detail table of contents, preface and shall not exceed 30 pages utilize Times New Roman and size 12 fonts. In accordance with FAR 52.212-2 Evaluation-Commercial Items, this acquisition will utilize Lowest Price Technically Acceptable (LPTA) source selection procedure. By submission of its offer, the offeror accepts all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offeros must clearly identify any exception to the solicitation and conditions and provide a complete accompanying rationale. The following factors shall be used to evaluate offers: Factor 1- Technical Acceptability (Pass/Fail), Factor 2- Past Performance (Pass/Fail) Factor 3- Price Responses to this solicitation are due by 12.00 p.m. Eastern Daylight Time (EDT) on Monday, June 19,, 2013.
