- The United States Army Corps of Engineers (USACE), Philadelphia District (NAP) intends to solicit and award a firm-fixed price contract limiting the number of sources under the authority at FAR 6.302-2(a)(2), quote mark When the agency's need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for quote mark, on or about June 21, 2013 under Solicitation Number W912BU-13-R-0007. The period of performance for this solicitation will be one year (365 calendar days) from award. This requirement is subject to the availability of funds in accordance with FAR 52.232-18. Currently Bagram Airfield (BAF) located in Afghanistan is operating on a government owned power plant that provides electricity to the base. The plant is presently being operated and maintained by Chenega Logistics, LLC under contract # W912BU-12-C-0028, this contract is set to expire on 30 September 2013. In April of 2013 BAF started to experience quote mark intentional brownouts quote mark of non essential buildings. The 249th Engineer Battalion has projected if additional power is not installed and commissioned at BAF prior to August 2013 the base will start to experience quote mark unintentional blackouts quote mark, placing the life, health and safety of the individuals stationed at BAF in peril. USACE NAP intends to solicit this requirement to the following limited sources; Fluor Intercontinental, Incorporated (FII) and Inglett & Stubbs International, LTD (ISI). Market research and past history have shown that these are the only 2 sources mobilized at BAF AND capable of delivering the additional power within the condensed time frame required which in turn will minimize the quote mark unintentional blackouts quote mark. In addition, both FII and ISI have inherent knowledge of this requirement based upon past proposal submissions under the Electrical Support Services (ESS) Multiple Award Task Order Contract (MATOC). This knowledge will allow both contractors to prepare and submit competitive proposals in the short time frame required (prior to 21 June 2013). The North American Industry Classification System (NAICS) codes for this requirement are 221112 with the size standard of 4 Million Megawatt Hours and 238210 with the size standard of $14,000,000.00. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by USACE NAP. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
