- Since the late 1970's, the federal responsibility for supporting U.S. earthquake hazard assessment and risk reduction has rested with the National Earthquake Hazards Reduction Program (NEHRP). NEHRP is a statutory cooperative partnership of the Federal Emergency Management Agency (FEMA), the National Science Foundation (NSF), the US Geological Survey (USGS), and the National Institute of Standards and Technology (NIST). Congress most recently passed the NEHRP Reauthorization Act of 2004, Public Law (PL) 108-360 (http://www.nehrp.gov/about/PL108-360.htm), which the President signed into law on October 25, 2004. PL 108-360 directing that NEHRP activities be designed to develop effective measures for earthquake hazard reduction; promote the adoption of earthquake hazards reduction measures by government agencies, standards and codes organizations, and others involved in planning and building infrastructure; improve the understanding of earthquakes and their effects through interdisciplinary research; and, develop, operate, and maintain both the Advanced National Seismic System (ANSS) (http://earthquake.usgs.gov/monitoring/anss/) and the George E. Brown, Jr. Network for Earthquake Engineering Simulation (NEES) http://www.nsf.gov/news/special_reports/nees/about.jsp. PL 108-360 also directed that NEHRP support development and application of performance-based seismic design (PBSD). NIST has a requirement for a Contractor to provide support to NIST EL through an Indefinite-Delivery Indefinite-Quantity (IDIQ) type contract for one (1) twelve-month base period plus four (4) one-year option periods. The specific tasks pursuant to this effort are described in the Statement of Work which will be included in the solicitation. It is anticipated that the solicitation for this work will be issued on or about June 27, 2013, using FAR Part 15, Contracting by Negotiation, through 100% unrestricted competition. The Government anticipates the award of an Indefinite Delivery/Indefinite Quantity (IDIQ) contract, resulting in fixed price task orders, on or about September 23, 2013. The competitive solicitation, all amendments, and any questions and answers related to this procurement will be made available via the Internet at http://www.fedbizopps.gov. The solicitation will only be available via the Internet at the above website. Potential offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no written solicitation document available, telephone requests will not be honored, and a bidders list will not be maintained. Potential offerors are requested to direct all questions via e-mail to divya.soni@nist.gov.
