- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is NOT a solicitation for proposals, proposal abstracts, bids, or quotations. At this time, there are NO PROJECT PLANS OR SPECIFICATIONS AVAILABLE. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Responses to the information requested will assist the Government in determining the appropriate acquisition method. The Sawtooth National Recreation Area of the U.S. Forest Service is doing market research to understand the numbers and types of general construction contractors who have the capability and are interested in performing the following construction project. The Redfish Lake Road Reconstruction Project is located in the Sawtooth National Recreation Area of the Sawtooth National Forest, Custer County, Idaho. From Stanley, Idaho proceed south approximately four (4) miles on Idaho State Highway 75 to the junction with Forest Road 70214. Turn right onto Forest Road 70214 and proceed approximately 0.80 mile to the point of beginning of the new road realignment. From there proceed approximately another 0.80 mile along the existing Forest Road 70214 to the point of ending of the new road realignment. The approximate location of the bridge crossing is located at 44º 09' 05" N and 114º 54' 50" W. This project proposes to realign the main access road (Forest Road 70214) into the Redfish Lake Recreation Complex out of an existing wetland by constructing approximately one (1) mile of new asphalt roadway including the construction of a new 90' long bridge that fully spans Redfish Lake Creek. Work also includes but is not limited to construction survey & staking, clearing & grubbing, extensive earthwork including excavation & embankment, and rock/boulder removal, crushing, and micro-blasting, installation of new gravity sewer along the full length of the road construction including the necessary hangers/supports/etc. for support under the new bridge structure, installation of drainage facilities consisting of culverts, catch basins, and roadside ditches, construction of new cement concrete curbing including cement concrete truck apron, new guardrail in conjunction with the new bridge construction, signing, striping, decommissioning of the existing roadway including re-contouring to render the roadway in its preconstruction condition, removal of one (1) existing timber bridge, and removal of the existing gravity sanitary sewer system, and construction of other miscellaneous improvements Interested vendors who are registered in the System for Awards Management (SAM), and possess conventional bonding ability for construction jobs in the $1,000,000 to $5,000,000 range should provide your company information to USDA Forest Service, Attn: Karen Morthland, Contracting Officer, via email to kmorthland@fs.fed.us. All information must be received by the Forest Service no later than June 17, 2013 at 1200 MDT. Interested vendors should attach informational material about the company including brochures, etc. All information shall be submitted in Word or PDF format, not to exceed 10 pages, including all attachments. Please include in your submission answers to the following: A) Under NAICS Code 237990 - Other Heavy and Civil Engineering Construction, are you a large or small business against the SBA size standard of $33.5 Million, B) If another NAICS code may be applicable, please identify the NAICS in your Capability Statement. C) Is your company certified in a particular socio-economic set-aside category, such as Service Disabled Veteran Owned Business, Woman Owned Business, HUB Zone Owned Business, or 8(a) Business, D) Provide a brief overview of your company experience performing road reconstruction work in the $1,000,000 to $5,000,000 range. (Please highlight any of this work done for the U.S. Forest Service or other land management agencies). E) Provide the disciplines of labor and expertise your company carries "in-house", and the disciplines and trades you normally sub-contract. F) What is your expected capacity to perform this large project between the fall of 2013 and fall of 2014. We anticipate this project being available in summer of 2013; however there is no guarantee or implication of a guarantee that this project will be solicited. Responses to this notice will not be considered adequate responses to a solicitation.
