FA2823-13-C-4011_Statement of Work (SOW)_Lease & Maintenance of Washers and Dryers FA2823-13-C-4011_Addendums_52.212-1 & 52.212-2 The AFTC Installation Contracting Division, Eglin AFB, Florida intends to solicit and award a firm-fixed price contract for Lease and Maintenance of 56 Washing Machines and 64 Dryers in accordance with the following requirements (below) and attached Statement of Work (SOW). This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The announcement number is FA2823-13-C-4011. The North American Industry Classification System (NAICS) code for this acquisition is 532210 with a small business size standard of $35.5 Million. Please identify your business size in your response based upon this standard. This solicitation is a TOTAL SMALL BUSINESS SET ASIDE acquisition. The Government reserves the right to cancel this solicitation, whether before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. From this solicitation a contract is expected to be awarded via a Lowest Price / Technically Acceptable evaluation of offers. Please see ADDENDUM to FAR 52.212-1, Instructions to Offerors - Commercial Items and ADDENDUM to FAR 52.212-2, Evaluation - Commercial Items, which are listed together in an attachment to this Combined Synopsis Solicitation. The Lowest Price / Technically Acceptable evaluation will be based on the following factors: price and technical capability of the items offered to meet the government's needs -- with price being the determining factor for all proposals that pass technical specifications. (Note: Proposals lacking ALL Technical requirements per this solicitation will be deemed technically unacceptable and price will not be evaluated). Requirement: CLIN 0001: The contractor shall provide all personnel, supervision, supplies, equipment, tools, materials, vehicles and all other items and services necessary to provide leasing, installation, removal and maintenance of 56 washers at Eglin AFB. The contractor shall perform the requirements in attached (SOW), dated 7 June 2013. CLIN 0002: The contractor shall provide all personnel, supervision, supplies, equipment, tools, materials, vehicles and all other items and services necessary to provide leasing, installation, removal and maintenance of 64 dryers at Eglin AFB. The contractor shall perform the requirements in attached (SOW), dated 7 June 2013. The applicable washers and dryers must be delivered, installed, and operational on 6 August 2013. Proposals must include individual prices for both CLINS (0001 and 0002) for the Base Year and individual prices for both corresponding CLINS for each of the three (3) option years. CLINS 1001/2001/3001 will have the same description and number of washers as CLIN 0001 above. CLINS 1002/2002/3002 will have the same description and number of dryers as CLIN 0002 above. Note: option periods are not guaranteed to be awarded, but offerors must provide pricing for option periods. Offerors must also include a total overall price for all Contract Line Item Numbers (CLINS) when combined: for the base year and option periods when combined. Anticipated contract CLINS - with their corresponding Periods of Performance (POP) - shall be numbered as followed: Base year: CLIN 0001 and CLIN 0002 POP 06-AUG-2013 TO 05-AUG-2014 Option year one: CLIN 1001 and CLIN 1002 POP 06-AUG-2014 TO 05-AUG-2015 Option year two: CLIN 2001 and CLIN 2002 POP 06-AUG-2015 TO 05-AUG-2016 Option year three: CLIN 3001 and CLIN 3002 POP 06-AUG-2016 TO 05-AUG-2017 See additional CLIN pricing instructions in attachment ADDENDUM to FAR 52.212-1, Instructions to Offerors - Commercial Items. No paper copies of the solicitation will be mailed or faxed. The Statement of Work, dated 7 June 2013 (to include equipment technical requirements) is attached and available for viewing and downloading on the Government Electronic Posting System (EPS) at www.fbo.gov. Offerors must register on the site in order to receive notification of changes to the solicitation. The offeror is responsible for monitoring this site for the release of the solicitation and any subsequent addendum(s). Unbalanced pricing may increase performance risk and could result in payment of unreasonably high prices. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated as indicated by the application of price analysis techniques. The Government shall analyze offers to determine whether they are unbalanced with respect to separately priced line items or sub line items. Offerors that are determined to be unbalanced may be rejected if the CO determines that the lack of balance poses an unacceptable risk to the Government. The vendor agrees to hold the prices in its quote firm for 90 calendar days from the date specified for receipt of quote. Quotes or modification of quotes, received at the address specified for the receipt of offers after the exact time specified WILL NOT be considered. Vendors must be registered in System for Award Management (www.sam.gov) with the applicable NAICS code (532210) listed in the offeror's representations and certifications before award can be made. The government must be able to clearly indentify the Small Business size status and NAICS code 532210 with the size standard before award can be made. - Questions and Answers: Any contractor questions regarding this solicitation shall be submitted NO LATER THAN 18 June 2013. A Government response with answers to contractor questions will be posted by Close of Business 19 June 2013. Offers shall be submitted via email. All Offers must be received no later than 4:00 P.M., Central Time on 25 June 2013. Price and technical acceptability are the evaluation factors. The evaluation method used for this acquisition will be lowest priced technically acceptable. An offer is considered Technically Acceptable when it meets the minimum specifications and requirements for Lease and Maintenance of 56 Washing Machines and 64 Dryers in accordance with requirements in the attached Performance Work Statement (7 June 2013) and in the Technical Capability Factors and Subfactors, as indentified in ADDENDUM to FAR 52.212-1, Instructions to Offerors - Commercial Items and ADDENDUM to FAR 52.212-2, Evaluation - Commercial Items, both attached to this Combined Synopsis Solicitation. Of the offers considered that pass technical requirements as identified in ADDEMDUMS FAR 52.212-1 and FAR 52.212-2, the offer with the lowest overall Total Price (Total Price for base year and three options (option periods are not guaranteed to be exercised)) priced together will be considered the winner. Note: It is the contractor's responsibility to access the Federal Business Opportunities website and monitor this solicitation for changes, amendments/modifications, announcements, etc. The quote format is at the discretion of the offeror. The contract awardee will coordinate with the Government customer for delivery to the required Eglin AFB dormitories. All dormitory sites are located on main Eglin AFB. Contract awardee employees, who will provide on-base equipment delivery, installments, and repairs must be able to obtain base passes. -Note: It is the contractor's responsibility to access the Federal Business Opportunities website and monitor this solicitation for changes, amendments/modifications, announcements, etc.
