- This is a NOTICE OF INTENT for solicitation HSSS01-13-Q-0098 that will be negotiated on a sole-source basis. The Government intends to negotiate a firm fixed-price, commercial purchase order with Rapiscan Systems for the acquisition of a backscatter imager and associated maintenance services. Rapiscan is the only firm capable of providing the required imager based on the intended location and application of the imager in conjunction with the imaging requirements that must comply with the Support Anti-terrorism by Fostering Effective Technologies ACT of 2002 (the SAFETY Act). The imager that is to be procured is an existing product under the DHS Approved Product List for Homeland Security. The North American Industry Classification System (NAICS) is 334511 **PLEASE NOTE THAT THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, interested parties who believe they can meet the requirements may submit a written proposal that details their specific product capabilities. Written information must be submitted electronically to david.leonard@usss.dhs.gov. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Submission of information does not guarantee that this requirement will become a competitive procurement. A determination by the Government not to open the requirement to full and open competition, based on response to this notice, is solely within the discretion of the Government. Any response to this notice must be submitted to the contract specialist identified herein no later than 13 June, 2013 at 4:30pm EST. After which time, a sole-source purchase order with Rapiscan Systems is intended to be issued. Late submissions of interest will not be considered for this procurement, but may be considered for future procurements.
