- Sources Sought The Office of the Chief, Army Reserve (OCAR) has a continuing need to effectively communicate its vision of the future. Communication and research are key to the development and implementation of successful strategies and the leadership of any organization. Effective internal and external communications will enable the Army Reserve to inform its Soldiers, families, public, and Congressional audiences. OCAR is seeking a contractor to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform communications support. The Period of Performance shall consist of a one year base period with two one year option periods. This support shall include, but not be limited to, strategic communications support by researching, writing, editing, and reviewing executive-level written communications products, including but not limited to Speeches, Chief of Staff of the Army Summaries, published articles such as Congressional Testimony, Posture Statements and annual summary reports, and developing the processes and coordinating strategic communications forums for senior leaders to tell the Army Reserve story to internal and external audiences. For additional information please see the attached Performance Work Statement (PWS). Only 8(a) contractors are to submit capability statements. The capability statements for this Sources Sought market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the areas specified in the PWS. If at least two qualified 8(a) concerns are determined by the Government to be capable of performing this requirement based on the evaluation of the capability statements, the solicitation will be limited to eligible 8(a) firms. Capability statements shall not exceed ten (10) pages and must be submitted electronically. Interested 8(a) contractors in NAICS code 541611 are requested to provide a copy of their corporate capability statement to Kenneth Lutes at Kenneth.l.lutes.civ@mail.mil and Karen McKevitt at karen.e.mckevitt.civ@mail.mil. The deadline for submission is 21 June 2013, NLT 12:00 P.M. EST. Late submissions may not be considered. To assist us in maintaining a list of interested 8(a) concerns for this potential procurement, please provide your company's name, point of contact (POC), address, phone number, and business size under NAICS code 541611. A Firm Fixed Price contract is anticipated. The anticipated period of performance will be 28 September 2013 through 27 September 2016. The primary place of performance will be at the following location: Office of the Chief Army Reserve 6075 Goethals Road Building 1901 Fort Belvoir, VA. 22060-5231 Contractor personnel performing work under this contract WILL require an active SECRET clearance.
