- This is a Sources Sought and Request for Information (RFI) only. This is not a solicitation announcement, nor is it a Request for Proposal (RFP). This request does not obligate the Government in any contract award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Response to this notice is strictly voluntary and will not affect any vendor's ability to submit a proposal if and when a solicitation is issued. The U.S. Army Corps of Engineers (USACE), Pittsburgh District is conducting preliminary market research to determine the capabilities of potential colleges, universities and professional schools to provide a Leadership Development Training Program at USACE, Pittsburgh District, 1000 Liberty Avenue, Pittsburgh, PA 15222, Allegheny County. The proposed NAICS for the proposed acquisition is 611310 - Colleges, Universities and Professional Schools. Scope of the Proposed Acquisition: The Leadership Development Program (LDP) has an objective to develop quote mark leaders at all levels quote mark who accomplish the mission, meet challenges and create a learning organization that enables us to continuously adapt and adjust the USACE strategic direction to sustain and improve our relevance to the Army and the nation. The core competencies we are building include: leading change, leading people, results driven, business acumen, building coalitions, building teams and enterprise-wide perspectives. In order to effectively engage the participating students and appeal to their diverse perspectives, various teaching techniques and styles are expected to be used such as but not limited to: interactive group exercises, modern and proven facilitating techniques, lecture, open discussion etc. The mandatory elements to incorporate in the curriculum: Training modules on leadership and team building, interpersonal skills, conflict management, effective communication; public speaking; individual/personality/leadership assessment tools such as Strengths Finder, 360 Assessments, Myers Briggs, DISC; monthly after action reviews; reading and discussion of select leadership books; and a class team project which incorporates the principles of project management. Interested and capable colleges, universities and professional schools are requested to provide complete responses to the information below to Michelle Anderson, Contracting Officer, no later than June 20, 2013 by email at: michelle.l.anderson@usace.army.mil.
