Description
Update -- The solicitation document is anticipated to be available in late October 2013. ************************* This is a Presolicitation Notice for an upcoming Solicitation for Construction Manager-at-risk (CM) services that will be set-aside for small business participation only. The Size Standard for this acquisition is $33.5 million in average annual receipts. Please do not make inquiries pertaining to obtaining copies of the solicitation documents. However, if interested please input company details at the Interested Vendor tab near the top of this webpage. The solicitation document is anticipated to be available on or shortly after April 3, 2013. When the Solicitation for the CM is issued, this Presolicitation Notice will be amended to reflect that event, provide more complete requirements for the services. A link to the solicitation document will be added to this Notice so the offeror can download it for review and use in submitting a proposal. The Construction Manager-at-risk for the Project summarized below shall attend design meetings, provide review comments and recommendations on the constructability of the project beginning in the Design Development Phase of the Architect-Engineer contract for the project design. The Architect-Engineer Contract was awarded to BBCK Joint Venture of Sacramento, CA. The CM shall provide comments and the estimated construction cost at the conclusion of Design Development and 65% Construction Document phases. Permanent modular construction will be considered as a possible method of construction for all or a portion of the project. Therefore, in addition to other qualification requirements to be detailed in the subsequent solicitation document, knowledge of this construction method should be demonstrated by offerors responding to the Solicitation. The CM shall provide a guaranteed maximum price (GMP) for the construction project after completion of the Final Construction Documents by the Architect-Engineer. The CM will be considered for but not be assured of the award for the construction of the Southern California YRTC project. Construction Project Description A. Title: Southern California Youth Regional Treatment Center (YRTC). B. The facility will be situated at Faure Road near Hemet, California, on a 19.8 acre parcel and be approximately a 40,235 gross square feet freestanding treatment facility. It will include 32 beds for routine residential treatment (16 double rooms), 6 beds for close observation (6 single rooms) and five suites for family treatment (3 one-bedroom and 2 two-bedroom). The facility will occupy no more than 10 acres of land including recreational facilities, cultural and ceremonial areas, site circulation, parking and drives. C. The range of the estimated construction cost is more than $10 million. This includes all costs to construct the building, sitework, access road, off-site improvements, and utility upgrades and taxes. However, the estimated cost to purchase and install special purpose equipment and Groups II and III equipment are not included in the estimated construction cost. D. Period of Construction: 365 calendar days. E. Construction will consider permanent modular construction, if feasible. F. The Construction Project shall be LEED "Silver" certified.
