- GSA's Integrated Workplace Acquisition Center (3QSA) is issuing the Solicitation on or about June 11, 2013, electronically only. The Schedule is entitled FSC 71, Furniture. This Solicitation number is 3QSA-JB-100001-B, Refresh #9. Notice: The GSA Multiple Award Schedule (MAS) program has recently experienced a tremendous increase in new offers. Due to the large number of new offers currently in process, it could take up to (6) months or longer before your offer is evaluated. GSA's practice is to evaluate offers in the order in which they are received. However, GSA may give priority to processing certain offers when circumstances dictate, such as when a federal agency Contracting Officer specifically requests an expedited offer review in order to meet a pending requirement that will be procured under the MAS program, or when there is a need for GSA to bring strategically critical new products or services to market in order to meet federal customer needs. Solicitation 3QSA-JB-100001-B, Refresh #9, is being issued to update current laws and regulations. Special Item Numbers (SIN) 711-4 Blueprint Filing Cabinets, 711-5 Card Files, 711-6 Form Files, 711-12 System Type Tables and Accessories, 711-14 - Vertical Surface Attachment Panels and Accessories, 711-20 Display and Communication Boards, Wall Stations, Lecterns, and Accessories, 711-92 - Remanufactured Furniture, 71-202 Wall Units, 71-203 Loft Groups, 71-304 Lecterns, 71-305 Library Furniture, 71-306 Mail Sorting and Distribution Furniture, 71-308 Cafeteria and Food Service Furniture, 71-312 Hazardous Materials Storage, 71-317 Chair, Convalescent, and 71-321 Correctional Institution Furniture are 100% small business set-aside. Interested parties may access the solicitation at http://www.fedbizopps.gov. This site provided instructions for downloading the solicitation files. Search using Solicitation Number 3QSA-JB-100001-B (include the dashes). NOTE: ALL OFFERS AND MODIFICATION REQUESTS MUST BE SUBMITTED ELECTRONICALLY AS AN EOFFER/EMOD (http://eoffer.gsa.gov/). PAPER OR HARD COPY OFFERS/MODIFICATION REQUESTS ARE NO LONGER BEING ACCEPTED AND WILL BE REJECTED. Contracting questions should be directed to email address schedule71@gsa.gov or 703-605-9978. Resultant contracts will be for five (5) years, with three (3) five (5) year options to your contract, for a total of twenty (20) years if performance is satisfactory. The options are not guaranteed. Some of the measurements of satisfactory performance will be such things as adequate sales, quality performance, and timely IFF payments. One of the most important evaluative factors will be participation in the GSA Advantage! Program. None of these options will be exercised unless your firm has posted its contract information to the GSA Advantage! Website. All offers received will have 6 months after award of a Federal Supply Schedule contract to submit their electronic catalog to GSA Advantage! website. All contracts will be indefinite delivery-indefinite quantity contracts. All contracts to be awarded include Industrial Funding provisions. We actively solicit offers from 8(a) firms for the products/services found under this MAS solicitation. All responsible sources may submit an offer, which will be considered. Reference document titled "Technical Requirements Document" to learn the technical requirements and any specific guidelines for the SINs (Special Items Number) in which you are applying for.
