- The Florida National Guard (FLARNG) intends to purchase a trainer as a training aid in Military Occupational Specialist (MOS) 68W, Health Care Specialist course. The Retional Training Institute (RTI) has indentified the Multiple Amputation Trauma Trainer (MATT) from Kforce Government Solutions, Inc. as the product of choices to achieve their training objective. The two main items being sought are the MATT Hemostatic Low (with Single Leg Amputation), part number KGS-TFX-HEMO-1 and AirwayPlus Lifecase-APL-AE, part number KGS-TFX-APL-AE. This is a notification to potential suppliers in accordance with FAR 8.405 in order to review alternative products available. Any company offering a similar product must contract patricia.d.mcdonald6.mil@mail.mil with literature on the product offered as a substitute. In general the product should have the following features to be considered equivalent to the brand name product: 1. Full motion animatronics, 2. Stand alone or be used by human actor, 3. Accurately replicates bright red spurting bleeding, 4 teatherless and radio controlled, 5. Rugged and water resistant, 6. Response to tourniquet pressure. The contracting officers will evaluate “equal” products on the basis of information furnished by the offeror and reasonable available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the response to this notice.
