- Attachment 3 Non-Disclosure Agreement Attachment 2 Contract Status Review Attachment 1 SSI Quick Reference Guide (Tri Fold) RFP HSTS01-13-R-HRM053 Notice Type: Combined Synopsis/Solicitation Synopsis: Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13.5, Test Program for Certain Commercial Items. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposal (RFP). This is a 100%, Small Business Set-Aside Competition with a North American Industrial Classification Systems (NAICS) of 541612 - Human Resources Consulting Services. The associated NAIC Code 541612 has a Small Business Size Standard of $7.0 Million and shall remain open for responsible sources to respond. This procurement is offered as a Small Business set-aside as defined in FAR Part 19. DESCRIPTION The Contractor shall provide services per the Statement of Work to determine what if any impact the Transportation Security Administration (TSA) headquarters' reclassification process may have on employees in protected classes. The Contractor shall analyze the data related to the reclassification to determine the potential impact of the process on protected classes of employees using court-recognized statistical techniques and procedures. The Contractor shall present its findings and results to TSA and provide a risk analysis report, including recommendations for mitigating adverse impact risk. The Contractor shall independently conduct an impact analysis, evaluate the results found by TSA, and provide feedback and guidance on TSA's methods and results. The Contractor shall provide recommendations regarding how to set up the data for impact analysis, and how to determine which cases should be included in the population. The Contractor shall provide feedback to TSA on the processes and assumptions used by Organizational Assessment Services in conducting the internal impact analyses, as well as the suitability of the statistical analysis conducted. Should the Contractor determine that additional or alternate analyses are more appropriate, or better reflect current trends or advances in adverse impact analysis, the Contractor shall provide this information to TSA, and shall provide guidance as to why these analyses are recommended. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular and Includes amendments thru FAC 2005-66, effective April 1, 2013. A list of contract line item number(s) and items, quantities and units of measure, (including option(s), Date(s) and place(s) of delivery and acceptance and FOB point are attached in the Request for Proposal.(RFP). The following provision and clauses apply to this acquisition, 52.212-1, Instructions to Offerors-Commercial, 52.212-2, Evaluation-Commercial Instructions to Offerors, 52.212-3 Offeror Representations and Certifications, 52.212-4, Contract Terms and Conditions Commercial Items, 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, and additional contract requirement(s) or terms and conditions are listed in the Request For Proposal (RFP).
