Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Combined Synopsis/Solicitation for RFP VA101-13-R-0140 Department of Veterans Affairs, Construction and Facilities Management (CFM) Classification: The solicitation document, special requirements, incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-66. This RFP is issued using Contracting by Negotiation Procedures pursuant to FAR Part 15. The US Department of Veteran Affairs Construction and Facilities Management in Washington, DC intend to solicit and award a contract for Non-personal Advisory and Assistance services as described in the SOW. The contractor shall provide assistance with the execution of the Operation Management Review (OMR) process to the Department of Veterans Affairs, Construction and Facilities Management (CFM).This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This procurement is a Service Disabled Veteran Owned Business (SDVOSB) set aside with a small business size standard of less than $14M under NAICS code 541611. Award is restricted to U. S. citizens or U.S. individuals. Contractor and U.S. subcontractor employees used shall be either U.S. citizens or non-U.S. citizens lawfully admitted for permanent residence in the United States. It is the Government's intent to solicit only those firms holding a SDVOSB Certification through the Vetbiz.gov VA database for this requirement. The Government contemplates a firm-fixed price contract. The proposed award will baseline year(365 days)m plus one (1) option year of 365 days(if exercised). The Request for Proposal number is VA101-13-R-0140. Late proposals will not be considered unless the exceptions in FAR 52.212-1 Instructions to Offerors-Commercial Items are met. This solicitation incorporates by reference FAR clauses 52.212-1, 52.212-2, and 52.212-4. FAR clauses 52.212-3, 52.212-5 and additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. All proposals accepted for evaluation will be evaluated in accordance with enclosed criteria's. The Government intends to make award to the lowest priced, technically acceptable (LPTA) offeror that possesses the best value to the government. This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs. This notice is being posted to satisfy the requirement of FAR 5.201. Neither a pre-proposal site visit nor a pre-proposal conference will be held. Pursuant to FAR 4.1102(a), prospective contractors shall be registered in the System for Award Management (SAM) database prior to award and VA database at Vetbiz.gov. Vendors are reminded that failure to properly enroll in the Central Contractor Registry (CCR) System, On-Line Representation and Certification (ORCA) System, and provide accurate Data Universal Numbering System (DUNS)/Tax Identification Number (TIN) information shall be excluded from award. Interested parties are encouraged to obtain further information on CCR registration at the following website: https://www.sam.gov/portal/public/SAM/. Contact regarding the requirements set forth in this RFP shall only occur with the Contracting Office. Discussions or information obtained via other sources could make you ineligible for award if deemed a Conflict of Interest or a Violation of Procurement Integrity Act. Any questions pertaining to this Request for Information shall be submitted in writing no later than 1:00 p.m. EDT, June 14, 2013 to Teresa Harris at Teresa.Harris@va.gov. Past performance information is required for past performance evaluation of proposals submitted in response to RFP VA101-13-R-0140. The Offeror shall ensure that the attached Past Performance Questionnaire is completed for each project to be used to demonstrate successful experience in Volume II, Past Performance. The offeror shall distribute the Past Performance Questionnaire to three (3) references (See Attachment 1). Proposals shall be submitted no later than 1:00 p.m. EDT; June 26, 2013 to the following email addresses Teresa.Harris@va.gov and Jose.Bumbray1@va.gov. Your firm's proposal may be submitted in either electronic format hardcopy. Your proposal shall be detailed and explicit and should include supporting data in enough detail to permit thorough review and analysis. In addition, your submission shall clearly state any assumptions, qualifications, or exceptions used in preparing your proposal. All information will be protected as procurement sensitive. NOTE: Firms shall NOT engage into any form of contact with installation personnel regarding this requirement prior to issuance of notice to proceed by the Contracting Officer.
