Description
In accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1, the FAA is conducting a market survey to determine the competition level to accomplish a variety of specific activities related to the FAA William J. Hughes Technical Center ™s Air Traffic Systems Test and Evaluation (T&E) Services Division: Termination Automation Branch (ANG- E57). The William J. Hughes Technical Center is located next to the Atlantic City International Airport, New Jersey 08405. The requirement encompasses providing technical, engineering and test support for the National Airspace System (NAS) Terminal Air Traffic Control (ATC) automation systems. This support is required for Life Cycle Maintenance (LCM) testing including Development Test and Evaluation (DT&E), Operational Test and Evaluation (OT&E), Technical Refresh testing of Commercial-Off-The-Shelf (COTS) and Commercially Available Software (CAS) verification activities as outlined in the attached draft Statement of Work (SOW). This announcement is not a Screening Information Request (SIR) or a Request for Proposal (RFP). The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Interested sources must respond with information to confirm evidence of their qualifications and capabilities to meet requirements in the below tasks. Depending on the outcome of this market survey, the FAA may decide to do a full and open competition or set aside the procurement for small businesses or service-disabled veteran-owned small businesses (SDVOSB) or eligible socially and economically disadvantaged businesses certified by the SBA for participation in the SBA ™s 8(a) program. Potential sources are cautioned that no further announcement may be made if a competitive small business set-aside is accomplished. The NAICS for this effort is 541330 Professional, Scientific, and Engineering/Technical Services and the size standard is $14M. Vendor must complete the attached Business Declaration Form and return with your submission. Interested companies are required to submit the following: 1)Please provide a capabilities statement that demonstrates experience in the following tasks listed below. Please include reference to contracts you currently have, or have had in the past three (3)years, of similar size and scope and provide the following information for each: a.Agency b.Period of Performance c.Contract dollar value d.Point of contact with phone number e.(a) Capability Statement “ Submit a summary of your firm ™s capability in meeting the FAA ™s requirement as described in the attached Draft SOW. Please include: (i) the company ™s technical approach to the tasks described below and in the attached draft SOW, (ii) corporate experience with this type of work, (iii) any additional information to assist the FAA in planning the acquisition strategy The capability statement should not exceed five (5) pages in length. Tasks: T&E Process Conformance Mission Analysis (MA) Phase Investment Analysis (IA) Phase Solution Implementation Phase (SI) Development Test (DT) Operational Test (OT) Field Familiarization (FF) In-Service Management (ISM) Phase Test Capability Accreditation Simulation/Scenarios/Test Tools 2)Business Declaration “ Please complete the attached form, along with the appropriate Small Business Administration (SBA) certification where applicable.
