- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Center for Nanoscale Science and Technology (CNST), intends to negotiate with JEOL USA, Inc.; Peabody, MA, on a sole source basis under the authority of FAR Subpart 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements, to purchase a field emission electron source replacement for a JEOL 7830F Field Emission Scanning Auger Microscope. The NIST CNST has a requirement to replace a worn-out field emission electron source on a JEOL Field Emission Scanning Auger Microscope (FESAM). The JEOL 7830F FESAM is the core of a unique electron microscope tool that is used for imaging magnetic nanostructures. The microscope is currently barely useable, and until it is repaired NIST will not be able to measure magnetic materials and devices. Market research has shown that JEOL USA, Inc. is the sole factory authorized provider and distributor of service and parts for JEOL manufactured instrumentation in the United States. JEOL owns the proprietary rights to the drawings and schematics required to install the replacement. Therefore, JEOL is the only responsible source capable of performing repair services and providing replacement parts for the JEOL 7830F Auger Microprobe. The NAICS Code is 334516- Analytical Laboratory Instrument Manufacturing with a size standard of 500 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to JEOL USA, Inc. for this requirement in the 4th quarter of fiscal year 2013. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. Any questions regarding this notice must be submitted in writing via email to Eric Bubar at eric.bubar@nist.gov. All responses to this notice of intent must be submitted so that they are received at eric.bubar@nist.gov no later than June 26, 2013 at 5:00 pm.
