Questionnaire This is a SOURCES SOUGHT announcement, a market survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. This synopsis is for planning purposes only and is NOT to be construed as a commitment by the Government. Responses to this sources sought/market research notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. The execution of this project is subject to availability of Federal Funds. United States Property and Fiscal Office for Florida (USPFO-FL) Purchasing and Contracting (P&C) is seeking qualified and interested parties with a first priority on U.S. Small Business Administration (SBA) certified 8(a), HUBZone, and Service Disabled Veteran-Owned Small Business (SDVOSB) with capability to perform as the prime contractor and second priority to Small Business firms, sources with current relevant qualifications, experience, personnel, and capability to perform as Prime contractor on project number LSGA132031, Replace HVAC Systems and Controls, Jacksonville, FL. The magnitude of construction is estimated between $500,000 and $1,000,000. The NAICS Code is 238220 with a Small Business Size Standard of $14.0 million. The Government will use responses to this SOURCES SOUGHT announcement to make appropriate acquisition decisions in accordance with Federal Acquisition Regulation (FAR) part 19. The project site is located at the 125 TH Fighter Wing, Air National Guard Base, Jacksonville International Airport, Duval County, Florida. The project is to replace the HVAC systems in six (6) buildings for the purpose of correcting in-efficient HVAC systems by either repairing the existing systems or replacing them with more efficient systems. In addition the project includes the expansion of the existing direct digital control system to support HVAC systems in eight (8) buildings. It also includes the u pgrade of mechanical piping and electrical changes as required to support new equipment, as well as repair of any damaged drywall and ceiling tiles caused by the installation. This project also includes testing, programming, and balancing of the proposed units, thermostats, and DDC Contols (Metasys). All interested SBA 8(a), HUBZone Business, SDVOSB, and Small Business concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal for this project as a prime contractor no later than February 22, 2011. The written notification, which shall not exceed 5-10 written pages, must include (1) positive statement of intent to respond to any future solicitation as a prime contractor; (2) Identification of firm with appropriate SBA certification/documentation (including DUNS/CAGE); where applicable, status of potential contractor will be verified via SBA PROnet; (3) A listing of projects, with synopsis, completed as prime contractor, or major sub-contractor which were completed during the past three years, both for government and private industry (emphasis on Federal Government projects), that are similar in complexity and dollar value to the proposed project, citing the percentage of self-performed work for prime contractor projects. The type of project, dollar value, contract number, location and point of contact are to be included. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. (5) Bonding capacity: Provide name of surety, your maximum bonding capacity per project, and your aggregate maximum bonding capacity. (6) Describe how you would meet requirements (that at least 25 percent of the cost of the contract performance incurred for personnel will be spent on) for construction by special trade contractors as required by either FAR 52.219-3 (HUB Zone), 52.219-27 (SDVOSB), 52.219-14 (Small Business or 8(a)). Because the government reserves the right to set this acquisition aside for SBA 8(a) firms(FAR 19.8), HUB Zone firms(FAR 19.13), Service-disabled(FAR 19.14) Veteran-owned Small Businesses and Small Businesses based on the responses it receives, it is imperative that firms respond with the required information for capabilities to be accurately evaluated. Respondents will not be notified of the results of the evaluation. However, USPFO-FL will utilize the information for technical and acquisition planning. We ask that the attached Sources Sought Information Request Form be utilized when answering this notice. All proprietary information not to be disseminated in Government documents must be clearly identified. Your response to this sources sought announcement must be received by 2:00pm 14 June, 2013.
