- REQUEST FOR INFORMATION OneVA Pharmacy 1. PURPOSE: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This request is for planning purposes only, and does not constitute a Request for Proposal, Solicitation, a Request for Quote, or an indication that the Government will award a contract for the items contained in this RFI. This notice is not be construed as a commitment on the part of the Government to award a contract, nor does the Government reimburse respondents for any costs associated with submission of the information being requested, or reimburse expenses incurred for responses to this RFI. The Government is seeking all business types that have the capability or capacity to provide the items and services identified below. Responses to this notice will assist the Government in determining a socioeconomic strategy for a potentially forthcoming Request for Proposal. 2. ANTICIPATED SCOPE OF WORK: The Department of Veterans Affairs (VA) Grassroots Innovations Program is a cooperative effort between the Chief Technology Officer, the Health and Medical Informatics Office, and VA's Office of Information and Technology to catalyze and support VA's next generation of Health Information Technology Innovation. The Innovations Program provides VA employees (innovators) with a mechanism to propose new opportunities and to develop these ideas into functional prototypes. There are two separate phases to the Innovations Program. The low bar phase is a proof of concept phase and all work will be accomplished outside of the VA's network in a VA virtual testing environment (Innovations Sandbox). This proof of concept/prototype shall have scalability to a full development version. The high bar phase occurs when a concept is moved to a developmental/production environment after the proof of concept has been developed, tested, and approved for full scale development. The Veterans Health Administration has a requirement for OneVA Pharmacy because Veterans travelling across the United States are currently unable to obtain an active VA prescription refill on-site at any VA pharmacy. In the community, this is a standard of practice. Example: A prescription with active refills processed at any Walgreens pharmacy can be refilled at any other Walgreens pharmacy nation-wide. The goal is to expand currently available pharmacy information in Veterans Health Information Systems and Technology Architecture (VistA) to provide pharmacists direct access to any active, refillable prescription from any VA Healthcare System. This project falls within the low bar parameters and will be performed solely within the Innovations Sandbox to determine if a full-scale prototype can be achieved for regional and/or national implementation. The purpose of this project is to forecast if all VA pharmacists would be end-users of a successful project. The Contractor shall provide a software development prototype which will modify existing VistA software to allow pharmacies at OneVA locations to make changes and address prescriptions. The Contractor shall provide documentation, testing, training, and technical support for the prototype. See attached draft Performance Work Statement (PWS) for additional information and anticipated requirements. 3. SUBMISSION INSTRUCTIONS: It is requested that any interested and qualified company submit the information required below via email to the point of contact listed at this bottom of this announcement. Interested companies shall provide the following information: - Company Name; - CAGE/DUNS Number under which the company is registered in SAM.gov - Company Address; - Point of contact name; - Telephone number; - Email address; - Company's business size, including applicable North American Industry Classification System (NAICS) code(s); and - Capability Statement (10 page limit) The capability statement for this requirement is not to exceed 10 pages (including any attachments). It should clearly detail the firm's ability to perform the aspects of the requirement described in the PWS. Specifically, the Government requests that capability statements demonstrate: a)The ability to perform based on relevant examples of similar performance or involvement with similar contracts or projects, such as software development efforts and VistA modifications b)A brief explanation of a potential technical approach to tasks listed in PWS paragraph 5.2, specifically Sections 5.2.1 and 5.2.2 4.
