- The National Geospatial-Intelligence Agency's (NGA) has a requirement for the GEOINT Learning Program (GLP). The National Geospatial-Intelligence College (NGC) within NGA is seeking Industry's comments and questions pertaining to the draft version of GLP's Performance Work Statement (PWS). This special notice is intended to direct interested parties to NGA's Classified Intelligence Community - Acquisition Research Center (IC-ARC) Website at URL: http://arc.nro.ic.gov/. This request for questions and feedback pertaining to the draft version of GLP's PWS is being posted solely for questions and feedback and does not constitute an Invitation of Bids (IFB), a Request for Proposals (RFP), or a Request for Quotations (RFQ), or an indication that the Government will contract for any of the items and/or services contained in this Special Notice (FAR 15.201(e)). In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997), the Government will not pay for any information/items submitted in response to this requests for comments and questions pertaining to the draft version of GLP's Performance Work Statement (PWS). Respondents may submit questions or comments concerning this special notice to the World Wide Web site of the Classified IC-Acquisition Research Center (ARC) at http://arc.nro.ic.gov/. New users of the Classified IC-ARC first must register (using the "create New Account" button on the Web page and obtain a user identifier and password to use for login at the site). Once registered and logged in at the Classified IC-ARC, a user can click and select the "GEOINT Learning Program (GLP)" webpage under Current IC Efforts, RFP Tab. Further instructions for access to the Classified IC-ARC are provided in the below Response Instructions, Paragraph 5 and its subparagraphs. Response Instructions 1. (U ) Comments and Questions to the draft version of GLP's Performance Work Statement (PWS) MUST BE Received by the Due Date-Time, and Method for Submittal specified below without exception. 2. (U) Due Date - Time: All responses to this Special Notice/Draft version of GLP's PWS MUST BE received by 19 June 2013, Not Later Than (NLT) 1600 hours. Respondents should not directly contact any NGA personnel noted in this special notice. 3. (U) Method of Submittal. All questions and comments pertaining to this Special Notice/Draft version of GLP's PWS MUST BE submitted via the Classified IC-ARC Website at URL: http://arc.nro.ic.gov/ for "GEOINT Learning Program (GLP) under Current IC Efforts, RFP Tab. Questions or comments shall be submitted as one file upload under the GLP Draft PWS file on the GLP site. Questions or comments to the draft version of GLP PWS will not be accepted after the cut-off time and date stated above and will not be accepted via e-mail, fax, the Submit Unsolicited Link on the Classified IC-ARC homepage, or by any other means. Please access the Classified IC- ARC for the DRAFT PWS documents. 4. (U) Respondents should not include proprietary information. Any comments or questions which are marked proprietary will not be considered. This document and its attachments are not to be used as sources of derivative classification. Further, no sections of these document(s), classified or unclassified, should be pulled from, reassembled, or otherwise used below the document(s) overall stated classification, without the approval from the NGA Office of Contract Services (OCS). This includes any creation in a new format or transfer to information systems accredited at a lower classification or control marking. 5. (U) A reading room that includes classified documents will be posted on the Classified IC-ARC website (NGA GLP effort). The site is on the Classified IC-ARC accessible via http://arc.nro.ic.gov/, select "GLP" from the Open Source Listing. Please find the situation below that fits you and see the associated information. (a) I Have Access to the Classified network, and I Have an Account on the system's ARC website. * Go to http://arc.nro.ic.gov/, log in using your Classified IC-ARC username and password, click on the Current Efforts, and select GLP from the Open Source Listing. (b) I Have Access to the Classified network, But I Do Not and Have Never Had an INDIVIDUAL Account on that system's ARC website. * If you have never had an individual account on the Classified IC- ARC, go to http://arc.nro.ic.gov/, click on -Create New Account‖ to make an account for yourself, and then follow the site access directions given in number one above. You should use this new account that you create from this point onward whenever accessing the Classified ARC for any purpose. (c) I Have Access to the Classified ARC and At One Time, I Had an INDIVIDUAL Account on that system's ARC Website, but I No Longer Have That Account Information. * If you once had an account on the Classified ARC, please try using the -Forgot Your Password‖ link on the ARC homepage to reset your password. If your classified email address has changed since your last login, please email (preferred) the web development team at ashelpdesk@ace.svc.nro.ic.gov, or call 703-230-6300 or secure 855-4223 or for help in resetting your password. (d) I Have the Appropriate Clearances, But I Do NOT Have Access to CWAN. * For TS//SI/TK cleared contractors without access to CWAN, the Acquisition web page information can be viewed by scheduling an appointment at any of the three ACE Regional Centers. Contact information for scheduling an appointment and passing clearances can be found on the Internet (World Wide Web) at https://arc.westfields.net/ by clicking on CONTACTS -> VIEW CONTACTS for ACE FACILITIES <https://arc.westfields.net//contact/facilities.cfm>. Prior to scheduling an appointment, your clearance information must be on file at the facility you plan to visit. Please have your cognizant security office pass your TS clearance with required SI/TK accesses, via a standard visit certification message to the Facility Security Officer of the facility you plan to visit. (e) I DO NOT Have the Appropriate Clearances to Access CWAN. * Obtaining the correct clearances is a difficult task. You either need to have a unique skill that our organization needs and it cannot find elsewhere, or you need to team with a company that has the correct clearances. Unfortunately, there is no easy answer. Make sure that your company is entered in our Contractor Registry. This is made visible on the Internet, but also on our classified network for cleared contractors to see. It allows contractors with clearances to view your company's information, and it might be that a cleared company would then contact you for teaming purposes. To register your company with the Contractor Registry, go to https://arc.westfields.net/, and click on the -Register Company‖ link. (f) ARC Technical Questions: ashelpdesk@ace.svc.nro.ic.gov. 6.
