- This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of all qualified Small Business Administration (SBA) businesses to include : certified: 8(a), HUBZone and Service Disabled Veteran-Owned, women owned small business firms relative to the North American Industry Classification Code (NAICS) 561621 Security Systems Services (except locksmiths). All interested contractors must be qualified In Accordance With (IAW) AR 190-13 and must pass a National Agency Check (NAC) and must be certified to work on DAQ Electronics ICIDS III systems. The U.S. Army Garrison, West Point, NY is seeking sources to provide all necessary labor and consumable materials to construct and modify an existing Integrated Commercial Intrusion Detection System (ICIDS) III from a single zone into two zones within a secure facility at West Point. The work will require the following actions to be completed: The contractor shall provide all the necessary labor and consumable materials to construct Integrated Commercial Intrusion Detection System (ICIDS) zones, this work will include but not limited to : - Providing a new Remote Area Data Collector (RADAC) location, by using the old RADAC location as a wire pass through point -Install new control panel inside the stack area door opposite the entrance to the West Point Room. - Modify wiring in panel so that panel will control all library stack areas, including the mezzanine -Modify wiring to the existing panel in the West Point Room so that the panel controls the entire West Pont Room complex, including the vault area. -Provide and Install (4) Balance Magnetic Switches (BMS) door contacts at the north end of the West Point Room complex to control access into that area from the north corridor.. - Develop a callistoview file and download to RADAC -Modify points, create new group files and create new minic -Execute a successful Performance Validation Test (PVT) with Government client and West Point Physical Security representative present. -Immediately after the PVT, perform government client training covering all aspects of use of the system; one session for up to 5 people. -Ensure that these new zones are integrated into the current existing head end monitoring system located at the Military Police Desk and alternate remote monitoring system location ( THIS WILL BE PROVIDED AT THE TIME OF AWARD) 2.3 Completion of Work - Work shall be accomplished within 5 business days. The installation start date for the work effort shall be no later than 30 days from the date the contract is awarded. The areas will be available to contractor during regular duty hours for 8 hours per day, 5 days per week. 2.4 Final Acceptance/Deliverables - Work acceptance by the government shall be based on compliance with this SOW and successfully passing the required Performance Verification Test. Testing shall be conducted in the presence of government client and a West Point Physical Security representative. Required training must also be completed prior to final acceptance. Interested sources are requested to submit an email showing how they can meet the existing requirement. Sources must sufficiently demonstrate the capability to perform these services and must provide detailed experience and qualifications in all previous work pertinent to this effort. Please include your business size with your submittal. Interested companies must provide proof of DAQ certification This is not a Request for Proposal or an announcement of a solicitation. Your responses will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The applicable North American Classification System (NAICS) Code for this requirement is (NAICS) 561621 Security Systems Services (except locksmiths). The small business size standard is 500 people. Responses due are to be submitted by e-mail to DAVID.ARIOSTO@us.army.mil. The information requested must be received no later than 1 PM Eastern Standard Time on 14 June 2013.
