- Description
- This notice serves as a pre-solicitation notice / procurement synopsis for the High Speed Anti-Radiation (HARM) Targeting System (HTS) System Level Automated Test Set (SLATS) upgrade. The Armament Directorate (AFLCMC/EB), Lethal SEAD/DEAD Branch (EBAS) intends to award a sole source contract to Raytheon Company, Missile Systems, 1151 E. Hermans Road, Tucson, AZ 85706-9367. This effort is to upgrade four (4) SLATS stations using modern hardware to continue providing depot support for the life cycle of the HTS pod, currently 2025 and beyond. This pre-solicitation notice covers all CLINs under the proposed contract. HTS SLATS upgrade is anticipated to be a Cost-Plus-Incentive Fee (CPIF) type contract. The contract award is planned in August 2013 with a 24 month performance period. The estimated value of this contract is $4M. The government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (a) (2) (iii), Only One Responsible source and No Other Supplies or Service Will Satisfy Agency Requirements. Upgrading the System Level Automated Test Sets is comprised of designing, building, integrating software, and proving-in of the test sets. The software integration is HTS specific for repair. HTS uses unique testing procedures, including thermal chamber tests that must be fully integrated with HTS testing software. The combination of identifying obsolete parts, designing a SLATS test station with modern hardware, building to design, fully integrating existing HTS capability, and proving-in the completed test sets is something that cannot be accomplished by another source without an extensive amount of resources and time. Consequently, fixing the SLATS obsolescence issues requires substantial initial investment and an extended period of preparation for upgrades and integration. Negotiations are expected to begin in early August 2013. The NAICS Code/Size Standard is 811219/$19M. Should your firm desire subcontracting opportunities, contact Shawn Nielson (Raytheon Company) at the above address or phone (520) 794-3027. The response date to this synopsis is 31 Jul 2013. Communications concerning this acquisition should be directed to JT Tolar, Contract Specialist, (850) 883-0456 or Herbert B. Hill, Contracting Officer, at (850) 883-0180. Facsimile responses or requests sent to (850) 883-0543 are authorized if you also call and verify receipt.
