- Amendment 0001 Solicitation Number: N00173-13-R-RV01 Notice Type: Solicitation Closing Date: 10 July 2013 @ 11:30am EST. Classification Code: AC63 - R&D: Electronics & Communications Equipment-Advanced Development NAICS Code: 541 - Professional, Scientific, and Technical Services 541712 - Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) The Naval Research Laboratory is pursuing placement of a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) Contract with a three year ordering period for Engineering and Technical Support for Research and Development Efforts within the Tactical Electronic Warfare Division, Code 5700. The estimated value of this acquisition is $47,000,000.00. The contractor shall provide engineering and technical services to support a variety of research and development efforts in the areas of tactical electronic warfare. A complete performance work statement (PWS), personnel requirements, and contract data requirements will be available as part of the solicitation. Based on a survey of the market, the government has determined that the services to be acquired do not meet the definition of a commercial item. Therefore, the government does not intend to use the procedures as outlined in FAR Part 12 for this acquisition. This acquisition will be procured in a competitive negotiated environment using formal source selection procedures set forth in FAR Part 15. This effort is a consolidation of three previously separate contracts. The previous contract numbers are N00173-07-C-2080, N00173-07-C-2081, and N00173-08-C-2009. The incumbent contractor is Exelis, Inc. This solicitation will be 100% set-aside for small businesses in accordance with FAR Subpart 6.2, Full and Open Competition After Exclusion of Sources. NRL uses electronic commerce (EC) to issue requests for proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. All interested offerors must be registered in the System for Award Management (SAM) database. Be advised that failure to register in the SAM database makes an offeror ineligible for award of DoD contracts. Information regarding this registration may be obtained by accessing the website https://www.sam.gov. Notification of any changes to the solicitation (amendments) shall be made only on the FebBizOps website. Therefore, it is the offeror's responsibility to check the internet sites daily for any posted changes to the solicitation plans and specifications. The Government intends to make multiple awards to offerors that represent the best value to the Government, price and non-price factors considered. Instructions and evaluations factors will be provided in the solicitation. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency.
