- Vehicle Information for vehicles to be covered at time of award. Addenda for FAR 52.212-1, 52.212.2, clauses specifically applicable to this acquisition, and component required clauses/provisions. Statement of Work (SOW) for Canadian Insurance requirement The Department of Homeland Security/Immigration and Customs Enforcement (DHS/ICE) is requesting quotes in this combined synopsis solicitation for a vendor to provide Canadian vehicle liability insurance in accordance with the attached Statement of Work (SOW) to cover US Government owned vehicles that are posted along the northern US border. These vehicles (currently 248 each) will be travelling into and out of Canada at unspecified times during the next year. Because of the nature of the program, the individual information for each vehicle will be provided (see attached spreadsheet), but no information can or will be provided on the drivers of each vehicle. Liability coverage must be sufficient to cover the minimum requirements for each Canadian province and territory. The Government intends to make a single award for this requirement for a one year base period, with the potential for four subsequent option periods of one year each. Vehicles may be added or deleted to the Government fleet at any time, and coverage must be flexible to accomodate such changes. Reference FAR 13.5 test procedures, this is a combined synopsis /solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested, and a written solicitation will not be issued. Solicitation number HSCEMD-13-Q-00009 is being issued as a request for quotations (RFQ). The solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-66 (Apr 1, 2013). This acquisition is a total small business set-aside (NAICS 524210) with a size standard of $7 Million per year. Reference the Addenda to FAR 52.212-1, the quoters pricing document must include the following Contract Line Items (CLIN) in the format described herein: Note: All Vehicle Quantities listed below are estimates only and may increase or decrease from year to year. CLIN 0001 Base Period (July 10, 2013 through July 9, 2014), Canadian liability insurance coverage in accordance with the SOW. Unit price represents annual price per vehicle per year. Quantity : 248 Unit of Issue EA X $____________ = Total $ _______________ TOTAL Amount all years: $_______________________ Quoter is to provide Canadian liability insurance services and cards for Government owned vehicles posted in various locations (identified on the spreadsheet attached to this announcement). Point of Contact information for each vehicle location shall be provided following award. FAR 52.212-1 applies to this solicitation in addition to the addenda attached to this announcement. FAR 52.212-2 applies to this solicitation in addition to the addenda attached to this announcement. If the quoter has not already completed the provisions at FAR 52.212-3 in the System for Award Management (SAM), then a copy of the completed provisions must be included with their quote. FAR clauses 52.212-4 and 52.212-5 are applicable to this acquisition, and addenda are attached to this announcement. Reference FAR 52.212-5, paragraphs b and c, the following clauses apply: 52.203-6, 52.204-10, 52.209-6, 52-219-6, 52.219-14, 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-40, 52.223-18, 52.225-13, and FAR 52.232-33. The Defense Priorities and Allocations System (DPAS) and associated rating are not applicable to this acquisition. Quotes (to include both technical and pricing information) are due no later than 4 PM Central Daylight Time (CDT) on Jun 19, 2013. Quotes and attachments will be accepted by e:mail ( sally.arnold@ice.dhs.gov ). It is the responsibility of the quoter to ensure timely receipt of their quote and all attachments by the Government. Questions must be submitted in writing by e:mail, and shall be answered by amendment to this solicitation available to all interested parties, once posted to this website. Cutoff date and time for questions is: June 14, 2013 at 12 PM CDT. No questions will be answered if submitted only by phone.
