- This pre-solicitation notice announces a future solicitation and contract for exterior work on a historic barracks in Vancouver WA owned by the National Park Service. Building #991 was constructed in 1904 and is currently unoccupied. Work under this contract includes applying the Secretary of the Interior's Standards for the Treatment of Historic Properties (36 CFR 67). The work includes: 1. preparation of lead-based paint exterior building surfaces for repair and repainting; 2. demolition and removal of roof shingles, roof underlayment, and flashing; 3. repairing roof `built-in gutter system; 4. providing new plywood roof sheathing over existing roof sheathing; 5. providing a standing seam metal roof system with flashing, and an asphalt shingled roof system with flashing; 6. painting exterior building elements, including protective plywood panels; 7. removing and reinstalling protective plywood and polycarbonate window and door panels; and 8. incidental related work. The electronic Request for Proposals will be available on approximately June 19, 2013. All work will be performed under a single firm-fixed-price construction contract subject to the Davis-Bacon Act. In accordance with FAR 36.204, the estimated magnitude of this construction project is between $250,000 and $500,000. The contractor will have 120 calendar days to complete the project after the Notice to Proceed is issued. PROJECT LOCATION: Building #991 is on McLellan Road within the Fort Vancouver National Historic Site, Vancouver WA. Maps and information about the park are at www.NPS.gov/FOVA. SITE VISIT: There will not be a formal site visit since the building is readily viewable by the public. Requests for individual tours will not be honored. Photos and drawings will be provided with the Request for Proposals. DETAILS: This is a best value procurement set-aside for certified HUBZone small business concerns in accordance with FAR Part 19.13. The primary NAICS code for this project is 238320, Painting, with some work represented by 238160, Roofing. The small business size standard is $14.0 million, average annual gross receipts for the past three years. An offer guarantee for 20% of the proposed price is required with the offer. Performance and payment bonds will be required after award. Prior to the solicitation closing date, all offerors must establish and/or maintain an active registration and complete the online representations and certifications at www.SAM.gov, and have a current HUBZone certification. All eligible responsible sources may submit a proposal which shall be considered by the agency, however offerors who have not completed the requirements stated above by offer due date and time will be considered either ineligible or non-responsive and will not be considered for award. The electronic Request for Proposals will be available on approximately June 19, 2013, at www.FBO.gov and www.FedConnect.net. Prospective offerors will be required to visit the websites periodically to check for amendments and other changes to the contract documents; no other notifications will be sent. No hard copies of the solicitation will be mailed or issued. The Government reserves the right to cancel this solicitation.
