Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Request for Quotes (RFQ) and the solicitation number is HQ0727-13-Q-0703. This announcement constitutes the solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66 and DPN 20130412. This requirement is a small business set-aside for the necessarymanufacturing services for the packaging and testing of integrated circuits. The NAICS Code is 334413 with a size standard of 500 employees. The contractor shall be responsible for the manufacturing services for the packaging and testing of integrated circuits (ICs). The contractor shall dice (20) twenty - 6" wafers. The contractor shall place unused die in waffle packs and return to DMEA at the completion of the contract. The contractor shall assemble, mark and inspect packaged parts according to package specification drawings. The contractor shall ensure package leads are trimmed to 0.250 inches and the packages are placed in the provided test carriers prior to shipment. The quantities to be delivered are (320) three hundred twenty - DMEA-A584A464 and (320) three hundred twenty - DMEA-A584A465. The contractor shall perform screening procedures as per MIL-STD-883G, Method 5004 for class B parts. The contractor shall perform qualification as per MIL-STD-883G, Group B for level class B, subgroups 2, 3, and 5 and MIL-STD-883G Group D subgroups 1, 2, 3, 4, 5, 6 and 7 on the packaged parts (note: electrical testing will be performed by DMEA). The contractor shall deliver a certificate of compliance and lot travelers for assembly and qualification. The contractor shall deliver all data organized in a binder. The government shall furnish materials as identified in the statement of work. Unused packages and lids are to be returned to the government at contractor's expense. Delivery is requested no later than August 1, 2013, but contractors shall propose the delivery schedule. FOB point is Destination. The following FAR and DFARS Clauses apply: 52.211-15 Defense Priority And Allocation Requirement; 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2 Evaluation-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; 52.252-1 Solicitation Provisions Incorporated by Reference; 52.252-2 Clauses Incorporated by Reference; 52.253-1 Computer Generated Forms; 252.204-0001 Line Item Specific: Single Funding; 252.209-7999 (Dev) Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction under any Federal Law (Deviation); 252.212-7000 Offeror Representations and Certifications--Commercial Items; 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items; 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports; 252.232-7010 Levies on Contract Payments; and other clauses as required in the performance of a government purchase order for commercial items/services. The provision at 52.212-2, Evaluation - Commercial Items is applicable. In accordance with this provision, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Schedule, and Price. Technical and Schedule, when combined, are significantly more important than price. Offerors shall submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. DPAS Rating is A7.
