- Step 1: Initial Outfitting - Transition Services (IO-T) is usually awarded at the time the construction project is awarded. HFPA prefers to award IO-T before the end of the third quarter of the FY13. IO-T includes planning services, project management, transition and move planning and execution, refining the existing inventory, space planning and development of commodities lists and requirements. It also includes publication of public relations materials (to include new phone numbers, opening hours and changes in the schedule due to transition activities), and execution of public relations events such as ribbon cutting ceremonies. Step 2: Initial Outfitting - Commodities (IO-C) may be awarded upon receipt and negotiations of the final IO-T Submittal, if this option is exercised. HFPA prefers to award IO-C as an option pending funding availability.IO-C includes the procurement, delivery, receiving, secure warehousing/ storage, moving, installation, data entry into DMLSS, testing, inspecting, labeling, excessing and proper disposal, certification and warranting of all commodities planned during IO-T. The enclosed deliverable consisting of existing BMEDDAC equipment provides an estimate of the workload the Contractor is to expect for bidding purposes. All items procured shall be in accordance with US Army standards. For example, qualified medical devices shall be FDA approved and any equipment connected to Army networks shall be CON and DIACAP certified. All equipment purchased as part of this contract shall be brand new. Refurbished or quote mark factory second quote mark equipment shall not be accepted. Any electrical equipment shall conform to German (240 Volt / 50 hertz) electrical standards and fit in standard German quote mark schuko quote mark outlets. Electrical equipment that is dual or auto voltage (110-240V/50-60hz compatible) is acceptable. Under no circumstances shall external step-down transformers be allowed to connect a 110V piece of equipment to a 240V German circuit.
