- Statement of Work (SOW) Provision of Online Training Courseware and Materials Background The US Department of State's Foreign Service Institute (FSI) is the bureau of record responsible for providing training opportunities in support of the Institute's mission. While the Institute supplies substantial coursework through its classroom offerings, it is impossible to meet the training needs of a worldwide population on-demand. Therefore, the Institute seeks to augment its classroom training with general online content as well as an additional virtual resource of textual materials, delivered via the Internet. Under the Human Resources Line of Business (HR LOB) overseeing Human Resources Development (HRD), FSI has been designated as the preferred eLearning content provider for agencies requiring training content for the foreign affairs community. USAID is one such federal agency making use of these services in their solicitation for commercially-produced online training products. Scope The principal goal is to extend FSI's and USAID's reach by providing general online content which is to be used both within already-established training curricula as well as a supplement to each agency's custom online courses, in order to reach its extensive audience. It is not expected to in any way replace existing training offered by either agency. Objectives The primary objective is to provide contractor services and deliverables through the provision of general online content courseware (both FSI and USAID) and a set of virtual resources (USAID only) delivered via each agency's in-house learning management system. Such content offers training and study opportunities to employees whom, for financial and logistical reasons, may not be able to avail themselves of residential training at the Institute. In addition, it supports the provision of both industry-standard IT certifications, as well as professional certifications (see Appendix A). Tasks The Foreign Service Institute is in search of a training vendor to provide off-the-shelf online training content (for both agencies), as well as a library of virtual text materials (USAID only). The course collection should be fairly extensive, covering a breadth of topics including but not limited to: accounting, administrative skills, communication, customer service, economics, environmental, finance, health, information technology (desktop and systems), leadership, management, safety, et al. The courses must run seamlessly on the Institute's established learning management system, Learn.com "LearnCenter 9.3," a commercial off-the-shelf product, of which FSI owns the code. To that end, the course content should be SCORMed and 508-compliant. The text library should support IT systems run by USAID (e.g., Microsoft Office 2010 Suite (i.e., Access, Excel, PowerPoint, Office, Outlook, Project, Visio), Adobe Connect, Security+, Exchange, Server et al). It must also run seamlessly through their learning management system, CornerStoneOnDemand. Project Management Institute (Project Management Professional Certification) Professional project management certification ensures that project managers exhibit good practice and management expertise, instills confidence and offers a more competitive position in the job market. Request for Information: FSI is conducting market research in search of companies that could fulfill the online course library and virtual book library requirement. It is important that FSI properly compares potential suppliers to ensure that all of our requirements can be met. In addition to a capability statement, please respond to each question below. You may refer to the original Statement of Work which is attached. 1.Please provide a list of course titles as well as book titles for each virtual library (herein jointly referred to as "libraries"). 2.Do your libraries run on Macs? 3.Do your libraries have cross-browser capability? If so, please indicate the browsers. 4.Are your courses SCORMed? Please provide documentation to support your response. 5.Are your courses 508-compliant? Please provide documentation to support your response. 6.Please provide documentation indicating that your course content has been loaded and run successfully in the Learn.com LearnCenter 9.3 learning management system, and the CornerStoneOnDemand learning management system. 7.Please provide a list of courses that correspond to each certification exam indicated in Appendix A of the FSI Statement of Work. 8.Please supply documentation showing that the aforementioned courses have been endorsed by the exam provider (i.e., Microsoft, CompTIA, PMI, etc.) as being sufficient for the initial preparation of the specified certification exam. 9.For the Project Management Professional exam specifically, please provide documentation indicating that the project management courses in your library have been endorsed by PMI as being acceptable for Professional Development Units (PDUs). 10.Please provide any documentation with regard to your courses being accepted for ACE CREDIT Recommendation. If applicable, please include a list of the approved courses. 11.Do your courses include exams which return a numeric score which can be adjusted? 12.Please send your estimated total price for the described requirement.
