Description
The Naval Sea Systems Command (NAVSEA) intends to award a contract on a sole source basis to Alion Science and Technology Corporation, 1750 Tysons Blvd., Suite 1300, McLean, VA 22102-4220. The Cost Plus Fixed Fee (CPFF) bridge contract will provide for continued professional support services in support of PMS 317 for up to one year (including options) pending the solicitation and award of a follow on contract through competition. The effort is currently being provided by Alion under Delivery Order 22 to contract N00024-01-D-7023. The current contract is expected to end by 30 September 2013. NAICS Code: 541330. The effort includes: (1) Program Management Support; (2) Integrated Logistics Support; (3) Program Engineering and Technical Support; (4) Class Systems Integration and Testing in support of PMS 317. The contract will consist of a six (6) month base performance period with two (2) three (3) month options. This bridge contract will be awarded pursuant to 10 U.S.C. 2304 (c) (1). The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Alion Science and Technology Corporation is the only contractor able to meet the Navy ™s immediate requirement with the knowledge and expertise to support PMS 317 and its program offices without unacceptable delays. No other source has the technical capability to perform the work described herein in the time frame required to meet the Navy ™s operational needs. NAVSEA is currently in the process of preparing for a competitive solicitation for these same services. The resulting contract is expected to be awarded before the expiration of this bridge contract.
