- THIS REQUEST FOR INFORMATION (RFI) IS A MARKET SURVEY REQUEST ONLY, IN SUPPORT OF THE FOLLOWING POTENTIAL STUDY. No contract will be awarded from this announcement. This is NOT a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking Offerors to be placed on a solicitation mailing list. Response to this survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. No solicitation document exists at this time, and requests for a solicitation will not be answered. The U.S. Army Tank and Automotive Research, Development and Engineering Center (TARDEC) and Defense Logistic Agency - Energy (DLA-E) are conducting a market survey to identify potential sources of cetane improvers for use in jet fuel. The cetane number of jet fuel is critical for the Army's fleet of Ground Vehicles and Ground Support Equipment. Information on products in development that could be used as a cetane improver additive would be welcome; however, the addition of other fuels to enhance cetane should not to be included. The intent of the market survey is to identify sources of supply for cetane improvers. These sources may offer products that are either commercially available or under development. Companies or organizations capable of providing cetane improvers are asked to respond to this market survey by providing answers to the following questions. MARKET SURVEY QUESTIONS: Part I. Physical Address: 7. Web page URL: 8. Approved ISO Certifications Part II. Cetane Improver Survey Questions: 1. Cetane Improver/Product Name 2. List all of the components of the cetane improver. 3. Can the mechanism on how the additive improves the cetane number of the fuel be explained? If yes, please provide rationale. 4. Are any of the components hazardous/toxic? If so, please provide explanation and toxicity information. 5. What is the suggested treat rate for the product and what is the expected cetane number increase? 6. Has any testing been conducted to determine if the treat rate could be lowered but still achieve similar results? If yes, by what concentration could the cetane improver be reduced? 7. Does the cetane improver offer any other benefit to the fuel system? 8. Could addition of the cetane improver cause any negative impacts on the fuel system or other fuel properties? If yes, please describe the negative impacts. 9. Would the cetane improver be stable and remain suspended in the fuel over the entire military operational temperature range (-40 F to 180 C)? If not, please explain the limitations of the cetane improver. 10. Will the solubility of the cetane improver change over time and in different temperatures? If yes, please explain. 11. When added to the fuel, is there a preferred method for mixing? 12. What would be needed in order to blend in a field location (non-refinery)? 13. If fuel is stored (with the cetane improver), will the cetane improver degrade over time? If yes, how would this affect fuel operability? 14. Is this additive used commercially? If yes, who are the users of this product and what are the suggested treatment rates for this application? 15. Has the military ever bought the product? If so, provide details (identify the buying organization(s) and the date(s) of prior purchases. Provide contract numbers if available). 16. Has any cetane engine testing or other ASTM-certified methods (i.e, ASTM D6890, ASTM D7170 or ASTM D7668) been conducted on this product in jet fuel? In diesel fuel? If so, how much improvement was recorded and at what concentration? 17. Could there be interaction between the cetane improver and military jet fuel additives? The military jet fuel additives are corrosion inhibitor/lubricity improver (CI/LI), fuel system icing inhibitor (FSII), and static dissipater additive (SDA). Could there be any negative effects from this interaction on the fuel system? 18. In addition to lab based cetane testing, has any other type of lab or engine dynamometer testing been conducted? If yes, please identify the test methods and results. 19. If the additive is in the research stage(s), how much data/information is available at this time? Can the testing be shared with TARDEC? Please provide explanation. 20. What is the cost of the product if purchased in the following quantities: 1 ounce, 1 pint, and 1 gallon? 21. Where is the product manufactured? 22. If the product is manufactured outside of the US, can it be shipped to the United States for testing? 23. If the product is manufactured in the US, can the product be shipped overseas? 24. How is the product packaged? What type of containers and in what sizes? 25. Provide Safety Data Sheet (SDS), if available. 26. Does your company research new additive technology as part of its business model? 27. What is the production leadtime for your product (if it is commercially available), or how soon could samples of the product be available for testing (if it is still in development)?
