Description
1. CONTRACT INFORMATION. The U.S. Army Corps of Engineers (USACE), Portland District, proposes to contract for integrated planning and architect-engineer services encompassing all interdisciplinary services required for planning and concept and feasibility design phases of specific water resource projects. This Indefinite Delivery Indefinite Quantity contract is being procured in accordance with the Brooks Act as implemented in FAR Subpart 36.6. This solicitation will facilitate award of a contract with a maximum capability of $9 million. The contract will have a base period of one year and four option periods of one year each. Option periods may be exercised at the discretion of the Government before expiration of the previous periods. The maximum for each task order will not exceed the annual contract amount. The anticipated contract award is October 2013. This contract is set-aside for small businesses only. At least 50% of the cost of contract performance incurred for personnel must be expended for employees of the prime firm as required by FAR 19.508(e) and 52.219-14. North American Industrial Classification Code (NAICS) is 541330, which has a size standard of $14 million in average annual sales receipts. The wages and benefits of services employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employee's office location (not the location of the work). To be eligible for contract award a firm must be registered in the System for Award Management (SAM). Register via the SAM Internet Site at: https://www.sam.gov 2. TYPICAL SERVICES. This contract will provide integrated planning and engineering services required in support of Civil Works water resources studies and projects. Services are anticipated to accomplish the breadth of Planning Studies included, but not limited to, studies for the Planning Authorities for Ecosystem Restoration, Flood Risk Management, Water Supply, Navigation, and other authorities of the USACE. These include, but are not limited to, General Investigation Authorities, the Continuing Authorities Program, Planning Assistance to States, Planning Assistance to Tribes, Reallocation Studies, Major Rehabilitation Studies, Major Maintenance Reports, Biological Assessments, Environmental Impact Statements, and other NEPA requirements. Services to be performed under this contract will consist of, but is not limited to, the following: a. Preparation of planning studies and reports for USACE water resources projects involved with ecosystem restoration, flood damage reduction (structural and non-structural solutions), navigation, shoreline protection, and watershed planning in accordance with ER 1105-2-100 and other pertinent guidance, laws and regulations applicable to USACE 6 Step Planning Process and ER EC 1165-2-209 review requirements. Planning studies and reports include the following efforts and activities: 1) Identifying problems, opportunities, constraints and objectives; (2) Inventorying, forecasting, and analyzing future without- and with-project conditions (3) Formulating measures and alternative plans; (4) Establishing qualitative and quantitative project outputs (monetary and non- monetary benefits) and cost estimates to implement alternative plans; (5) Evaluating and comparing alternative plans; (6) Recommending plans for implementation; (7) Preparing draft and final reports and related engineering and technical appendices b. Conducting ecosystem restoration analysis including benefit cost analyses, cost effectiveness and incremental cost analyses using habitat evaluation procedure (HEP), Institute for Water Resources (IWR) Plan program and/or other USACE accepted analysis tools. c. Preparing draft and final environmental documents in compliance with federal and state agency policies and regulations where studies and projects are located. This includes preparation of NEPA and ESA compliance documents including Environmental Impact Statements, Environmental Assessments, and endangered species assessment/evaluations, Department of State Lands permits, Biological Assessments, Section 404 and 401 permit documents, and Coastal Zone Management Act certification. d. Conduct socioeconomic and natural resource economic analyses including Hydrologic Engineering Center Flood Damage Analysis (HEC-FDA) Model, Flood Impact Assessment (FIA) and/or other professional accepted computational economic analysis tools. Socioeconomic analyses shall include assessments of economic impacts, projection of socioeconomic needs, economic and social risk-based analyses, and regional economic evaluations. e. Performing hydrologic and hydraulic analyses to include: (1) hydrologic analyses and design activities including rainfall runoff analysis using programs developed by the HEC and other industry standard software; (2) hydraulic analyses and design activities in tidal and non-tidal environments, including steady and unsteady state analysis, using HEC and other industry standard software; and (3) evaluation of sediment transport impacts on project features. f. Conduct threatened and endangered species surveys and habitat restoration analyses, fish and wildlife habitat, water and air quality, and terrestrial ecology surveys, studies and analysis, and wetland delineation. g. Perform geological, geomorphologic, and geotechnical analyses. h. Employment of geographic information systems (GIS) using ESRI or other industry standard GIS software to store, access, and display and evaluate data information. i. Preparation of cost estimate from design start through project completion by a certified cost engineer using the latest approved MCACES software and industry accepted scheduling software. Receiving and adhering to Government approval of the Civil Works Breakdown Structure in the early state of estimate development; and maintaining and conducting an internal quality control/quality assurance program addressing cost, schedule, and cost schedule risk analysis as contractually applicable. A sample cost estimate prepared by the proposed cost estimator shall be submitted for evaluation. The sample estimate provided should include crew designations; output; backup for crews, labor and equipment; materials and subcontractor quotes; and details on mobilization/demobilization and job office overhead. A matrix of bid opening results versus owner estimates (prepared by the proposed cost estimator) shall be submitted for evaluation. Coordinating and leading an interdisciplinary team, developing public and stakeholder involvement consensus building activities; interagency scoping, mediation, and facilitation services. k. Risk management analysis including application of risk and uncertainty methods and statistical analysis for evaluating feasibility, reliability, and performance of projects. l. Design structural measures (e.g., levees, channel modifications, detention basins, pump stations, etc.). m. Evaluate hazardous, toxic and radiological waste (HTRW) site clearance Phase I analyses for civil works projects. n. Performing cultural resources and archaeological surveys and evaluation reports. 3. SELECTION CRITERIA. The selection criteria listed below is in descending order of importance (first by major criterion and then by each sub criterion). a. Specialized Experience. Specialized experience and technical competence of the firm and consultants in the typical services listed above. Only experience that has occurred in the last five years should be included in the proposal. All projects cited shall identify start/completion dates as well as the project size (cost and scope). The services outlined in paragraph 2 will be evaluated in two tiers. (1) Tier 1 services shall have greater weight than Tier 2 services. Tier 1 services are in descending order of importance, as follows: (a) Paragraph 2a: Preparation of Planning Studies and Reports. (b) Paragraph 2b: Conducting Ecosystem Restoration Analysis. (c) Paragraph 2c: Preparing Draft and Final Environmental Documents. (d) Paragraph 2d: Conduct Socioeconomic and Natural Resource Economic Analyses. (e) Paragraph 2e: Perform Hydrologic and Hydraulic Analyses. (f) Paragraph 2f: Conduct Threatened and Endangered Species Surveys. (g) Paragraph 2g: Perform Geologic, Geomorphologic, and Geotechnical Analyses. (h) Paragraph 2h: Employment of GIS Systems. (i) Paragraph 2i: Preparation of Cost Estimate from Design Start through Project Completion. (2) Tier 2 services of equal weight, as follows: (a) Paragraph 2j: Coordinating and Leading an Interdisciplinary Team, Consensus Building Activities, and Mediation and Facilitation. (b) Paragraph 2k: Risk Management Analysis. (c) Paragraph 2l: Design Structural Measures. (d) Paragraph 2m: Evaluate HTRW Site Clearance Phase I Analysis. (e) Paragraph 2n: Cultural Resources. b. Past Performance. Past performance on DoD and other contracts with respect to quality of work, cost control, and compliance with performance schedules. Primary evaluation shall consist of information contained within the DoD Architect-Engineer Contract Administration Support System (ACASS). Secondary evaluation shall consist of other Federal and/or State performance information provided by the Contractor, to include references.c. Professional Qualifications. Professional qualifications of the proposed team members (including consultants) in providing services similar to those listed above. Required disciplines will be evaluated with equal weight. The evaluation will consider education, registration, and longevity of relevant experience. Personnel required for this contract are shown below. Tier 1 disciplines carry more weight than Tier 2 disciplines.(1) Tier 1 disciplines consist of disciplines (a) through (h) and carry equal weight. (a) Project Manager (b) Community Planner (c) Economist (d) Water Resources Planner (e) Fish and Wildlife Biologists (f) Civil Engineers (g) Hydraulic and Hydrologic Engineers (h) Cost Estimator (2) Tier 2 disciplines consist of disciplines (i) through (t) and carry equal weight. (i) Real Estate Specialist (j) CADD Technician (k) Technical Report Writer (l) Ecologists (m) Cultural Resource Specialist (n) Structural Engineers (o) Geotechnical Engineers (p) Environmental Scientists (q) Archeologist (r) Environmental Engineers (s) GIS Specialist (Geographer/Cartographer/Geospatial Data Analyst) (t) Recreation Planner d. Work Management. A proposed management plan shall be presented that includes an organization chart and addresses team organization, quality control procedures, cost control, and coordination of in-house disciplines and consultants. The SF 330 shall clearly indicate the primary office where the work will be performed and the staffing at this office. The small business must indicate strategy to comply with requirement of 50% of the services to be provided by the small business prime. e. Capacity. The capacity of the proposed team to complete potential task orders within a reasonably aggressive schedule. The evaluation will consider the experience of the firm and consultants with projects of comparable scope to those traditionally procured by the District, and the availability of an adequate number of personnel in key disciplines. 4. CAD COMPLIANCE. The selected firm must use Computer Aided Design (CAD) software to develop project designs and deliverables. Submitted CAD drawings (e.g., plans, elevations, sections, schedules, details, etc.) shall be derived (commonly known as extractions, views or sheets) and maintained from the submitted design model(s). The deliverable 3D design model shall be developed to include all systems (e.g., civil, architectural, structural, mechanical, structural, etc.) as they would be built and to reflect as-built conditions. All CAD files used for the creation of the CAD Drawings shall be delivered in electronic format to the Government and shall be fully interoperable, compatible, and editable with the Bentley MicroStation software. The CAD files may be submitted in other design software formats if pre-approval has been obtained from the Portland District CADD Manager. All drawings and models shall adhere to the current A/E/C CAD standards. A copy of the current standards and other supporting documents are available for download at www.nwp.usace.army.mil/ec/gds.asp. GEOGRAPHIC INFORMATION SYSTEM (GIS) COMPLIANCE. The selected firm must be able to produce GIS data that meets USACE mandated Spatial Data Standards for Facilities, Infrastructure and Environment (SDSFIE). A free copy of this software is available at the USACE CADD/GIS Technology Center website. These GIS files must be fully compatible with the CENWP Enterprise GIS (EGIS) system which utilizes Environmental Systems Research Institute (ESRI) Geodatabase format. All geospatial data must also be documented through the preparation of standard metadata (data about data) descriptions. The Contractor shall ensure that the metadata delivered is compliant with the Federal Geographic Data Committee (FGDC) Standard quote mark Content Standard for Digital Geospatial Metadata, quote mark FGDC-STP-001-1998. A free copy of this standard is available at http://www.fgdc/gov/standards/documents/standards/metadata/v2_0698.pdf. Geospatial data must also conform to the FGDC ESRI ArcCatalog Metadata Form, filling in at a minimum all required fields identified in the FGDC ESRI Style sheet. 6. ADMINISTRATIVE. Firms which meet the requirements described in this announcement are invited to submit one CD, plus one original and four hard copies of Part I and Part II of the SF 330 (6/2004) for the prime and all consultants, to the address below not later than close of business on the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday or Federal Holiday, the deadline is the close of business of the next business day.
