Description
This pre-solicitation notice provides the U.S. Army Corps of Engineers, Europe District's (USACE NAU), intent to award up to two (2) firm-fixed price (FFP) commercial contracts for leased vehicle support in Novo Selo, Bulgaria, and Caracal, Romania. There will be one (1) solicitation for the following two (2) geographical locations: Novo Selo, Bulgaria, and Caracal, Romania. Offerors will not be obliged to submit quotations for both locations. As such, the Government will award up to two (2) contracts to the responsible Offeror(s) whose offers conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Novo Selo, Bulgaria: The contractor shall provide leased vehicle support, in the form of one (1) standard mid-sized sedan, to include insurance, maintenance, and mileage. The sedan provided will have an automatic transmission. The period of performance shall consist of one (1) base period and two (1), one (1) year option periods. In accordance with the U.S Army Corps of Engineers-wide mandate of the implementation of the Army Petroleum Reduction Act, vehicles provided shall have a fuel efficiency of 25 miles per gallon or greater. The vehicle provided can be bio-fuel capable usage or hybrid. Caracal, Romania: The contractor shall provide leased vehicle support, in the form of two (2) standard mid-sized sedans, to include insurance, maintenance, and mileage. The sedans provided will have automatic transmissions. The period of performance shall consist of one (1) base period and two (1), one (1) year option periods. Please refer to Federal Acquisition Regulation (FAR) Clause 52.212-1, Instructions to Offerors-Commercial Items, and associated addenda, for submission requirements. Please refer to FAR Clause 52.212-2, Evaluation-Commercial Items, for evaluation criteria. The Government will post this synopsis, the solicitation, and all subsequent amendments through the Army Single Face to Industry (ASFI) Acquisition Business website to the government wide point of entry (GPE) Federal Business Opportunities (FedBizOpps) website, located at http://www.fbo.gov. It is the Offeror's sole responsibility to obtain this solicitation and any subsequent amendments through this website. Offerors are encouraged to visit this website and become familiar with its content and functionality prior to the solicitation issuance date. The solicitation will be issued on or about 11 June 2013, with a closing date on or about 14 June 2013. The solicitation will be issued free of charge and available electronically. Paper copies of this solicitation will not be provided. It is the Offeror's sole responsibility to ensure they have obtained all solicitation documents and subsequent amendments, if any.
