- PRE-SOLICITATION NOTICE FOR THE DESIGN/BUILD CONSTRUCTION PROJECT AT WEST VIRGINIA NATIONAL CEMTERY LOCATED IN GRAFTON, WEST VIRGINIA WITHIN TAYLOR COUNTY. THE PRE-BID MEETING WILL BE HELD FOR POTENTIAL OFFERORS. POTENTIAL OFFERORS WILL BE NOTIFIED VIA AMENDMENT AS TO THE DATE, TIME AND LOCATION OF THE MEETING. THOSE POTENTIAL OFFERORS UNABLE TO ATTEND THE PRE-BID MEETING SHOULD MAKE AN APPOINTMENT WITH THE CEMETERY FOR A WALK THROUGH. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting proposals under Solicitation Number VA786A-13-R-0093 for the following: The contractor shall provide all professional services, labor, supervision, materials, administration necessary for the construction and performance of all work in accordance with the solicitation plans, specifications, drawings, required permits, terms and conditions at West Virginia National Cemetery. The contractor shall provide design-build services necessary for the design and construction of approximately three miles of road repairs and approximately 2,500 pre-placed crypts at West Virginia National Cemetery. The contractor shall also provide, as part of their proposal, per cubic foot unit cost of rock excavation and disposal. COST MAGNITUDE: Between $2,000,000 to $5,000,000. THE AWARD OF THIS FUTURE CONTRACT IS SUBJECT TO THE AVAILABILITY OF FUNDS. CONTRACT DURATION: Performance period is approximately 270 calendar days from date of receipt of Notice to Proceed. NAICS CODE: 237990SIZE STANDARD: $33.5 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET ASIDE. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 15 to a responsible service disabled veteran owned small business responding to this solicitation. Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. REGISTERATION: To be eligible for award the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following websites: Those desiring to receive an award from this solicitation must be registered at www.vetbiz.gov. Companies must have the Certified Veteran Enterprise (CVE) seal on their registration to be considered for an award; firms must be currently registered in the System for Award Management (SAM) database at www.sam.gov and have completed online Representations and Certifications prior to contract award. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the details and specifications may be accessed ONLY via FedBidOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The Request for Qualifications (Phase 1) will be released within two weeks, via FedBizOpps. Questions must be submitted in writing. They may be sent via email entitled, "West Virginia National Cemetery - Design/Build Questions." SOLICITATION AMENDMENTS: Amendments to the solicitation will be up loaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed.
