Description
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center - Construction Engineering Research Laboratory (ERDC-CERL) intends to award a contract on a sole source basis to Thermo Electron North America LLC (as a part of ThermoFisher Scientific) upon the basis of the authority provided in 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. ERDC-CERL intends to purchase a Dual Pressure Linear Ion Trap Mass Spectrometer as well as an Ultimate 3000 Binary Pump. After extensive market research, it was determined that Thermo Electron North America LLC is the only vendor that can provide these items to meet the laboratory's specifications. These specifications include: Trap Capacity: A linear ion trap mass spectrometer is required due to its larger trapping volume which can trap a greater number (~30,000) of ions than 3-dimensional traps (Paul trap). Limits of Detection: 2 L of a 50 fg/ L solution of reserpine (100 femtograms total) injected at a flow of 500 L/min will produce a minimum signal to noise ratio of 100:1, for the transition of the isolated protonated molecular ion at m/z 609 to the largest two product ions, m/z 397 and m/z 448, when the mass spectrometer is operated at unit resolution in the full-scan MS/MS mode, scanning the product ion spectrum from m/z 165 - 615. Speed and Resolving Power: Must acquire and display full scan MS/MS spectra to produce full scan product ion spectra at a speed of 66,000 Da/s with unit resolution. Must be capable of determining 3+ and 4+ charge state ions at 10,000 Da/s. Must resolve ion peaks from 5+ charge state or greater from a scan range of 50-2000 Da at a scan speed of 2200 Da/sec. Must be able to fastest scan model of 125,0000 Da/s. Must have high resolution scan mode capable of obtaining resolutions up to 20,000. Iterative Ion Fragmentation and Analysis - MSn: Must have MSn capabilities from n=1 to n=10. This decision was based on proprietary rights which Thermo Fisher has to produce items that meet ERDC-CERL's requirements. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interests and capability to respond to this requirement by 10:00 AM EST, 26 June 2013, by e-mail to Ashley.m.north@usace.army.mil. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
