Description
Naval Air Systems Command, PMA-266, intends to issue a new Basic Ordering Agreement to Northrop Grumman of San Diego, CA to support the Fire Scout Unmanned Aircraft System (UAS) Program on a sole source basis due to only one known responsible source that can meet the requirements. This BOA will be utilized to procure supplies and UAS maintenance and logistical services not covered by existing CLS contracts for Fire Scout UAS deployments, engineering and technical studies including the conduct and support of engineering investigations, investigation of potential UAS changes to correct design deficiencies, support to resolve fleet generated software and hardware issues and participation in demonstrations. This BOA will be utilized to procure the Fire Scout Engineering Change Proposals (ECPs), which include the non-recurring engineering, manufacturing engineering, tooling and Integrated Logistics Support work-products as applicable, and the recurring costs for the procurement of modification kits to implement the ECPs on Fire Scout systems. This BOA will also be used to procure spares and other hardware materials, as needed, to support the Fire Scout Program. The proposed contract action is for services and hardware for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement. FAR 6.302-1 (a)(2)(iii)(A), states services may be deemed to be available only from one responsible source when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. All inquires and concerns must be addressed to the Contract Specialist, Ms. Karin Weinert at Karin.weinert@navy.mil. Responses to this notice must be submitted by the closing date of the synopsis. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
