- j&a This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101 requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The statutory authority for this sole-source procurement is FAR 13.501(a)(1)(ii). The United States Navy's Military Sealift Command (MSC) Norfolk, intends to issue a sole-source, firm fixed price, IDIQ Contract to Vane Brothers Company to provide certification and inspection services for 20-person and 25-person encapsulated inflatable liferafts and hydrostatic releases on an annual basis. Liferafts shall be removed from the vessel by the contractor, tested, repaired, certified, returned and secured in the original location on the vessel and made ready for sea. The contractor shall have valid life raft manufacturer certification to service the following brands: RFD, Crewsaver, Zodiac, and Elliot. The contractor must also possess a valid United States Coast Guard (USCG) certification for its service station to perform the inspections and certifications. Due to the short in-port periods of MSC vessels, MSC requires the contractor's USCG servicing facility to be within a 100 mile radius of Naval Station Norfolk (NAVSTA), Norfolk, VA 23511. This is also an MSC requirement for inspection purposes of the port engineer, ships force, ABS inspector and USCG inspectors. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested items or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by Tuesday, 11 June 2013 at 08:00 am, local time, Norfolk, VA. Written responses to this synopsis shall contain sufficient documentation to establish a bona-fide capability to fulfill the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. MSC will not be responsible for any costs incurred by interested parties in responding to this notice. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.
