Solicitation Number: Flight Simulator Facility Sources Sought Notice Type: Sources Sought Synopsis This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine availability and capability of qualified small businesses, Service Disabled Veteran Owned Small Businesses, Woman Owned Small Businesses, or HUBZone small businesses. The North American Industry Classification Code (NAICS) is 611512 (Flight Training) with business size standard: $25.5 million. Project Description: To provide personnel to manage a Flight Simulator Facility at Wheeler Army Airfield, Island of Oahu, Hawaii. The contractor will be responsible for pilot training in mission specific flight simulators (UH60L/M series and CH47F series) and to conduct instrument flight evaluations as requested. The government requires qualified UH-60 and CH-47 Instructor Pilot/Instrument Examiners and other instructor operators or clerical personnel as needed to ensure quality training and facility management and operations as stated herein. In this capacity, the contractor performs duties as an Instructor Pilot (IP), Instrument Examiner (IE) and Instructor/Operator (I/O) in a designated Aircraft Simulation Device. As an Instructor Pilot the contractor shall train and evaluate aviators and other personnel in designated aircraft per the applicable Aircrew Training Manual (ATM) and Unit's Aircrew Training Program (ATP). As an Instrument Examiner the contractor shall conduct instrument training and instrument flight evaluation per the ATM. Instruction shall include a combination of individual and group instruction in an academic classroom environment and aircraft simulations. Instruction includes all aspects of aviation training designated by the aircraft ATM and Unit's ATP. As a Subject Matter Expert (SME) for the simulation device assigned, other duties shall include research and development for simulation upgrades, ensuring cockpit configuration concurrency. As Operator of a designated Aircraft Simulation Device, the individual selected for this position shall be able to operate the training device. This includes setting up mission, executing missions, running an After Action Reviews if applicable, acting as an additional Player, such as Air Traffic Control, Forward Observer, or Close Air Support. Contractor must provide sufficient personnel to simultaneously conduct in cockpit flight instruction and ground instruction. (See Draft PWS for Details) The Government will not reimburse any concern for any information that is submitted in response to this Sources Sought request. Any information is strictly voluntary. Interested vendors should submit their capability statement in writing, limited to five pages. The capability statement shall be in sufficient in detail to allow Government to determine the organization's related qualifications to perform the work. The statement shall include: 1. A statement of interest in services contained herein. 2. Contact information to include name, email address, phone number and fax number. 3. Company size: Small, HUBZone, 8(a), Service Disabled Veteran Owned, or Woman-owned business size. 4. Cage code. 5. A Synopsis of the contractor's capabilities and related experience, limited to five pages. All interested sources are required to response to this sources sought announcement via email not later than 4:00 p.m. Pacific time 1 July 2013.
