- Draft Statement of Objectives SYNOPSIS - DTFH61-13-R-00030 The purpose of this synopsis is to announce the Federal Highway Administration's intent to issue a solicitation for a Full and Open Competition to procure the services of a contractor to conduct research on performance-related or performance-based specifications (PRS). As a result of this solicitation, the FHWA intends to award one or more Cost plus Fixed Fee contracts. The anticipated period of performance shall not exceed 60 months. The overall objective of this acquisition is to address the development and deployment of Performance Related Specifications that will help the FHWA and State Highway Agencies to reduce the short and long term costs and improve the efficiency of the nation's highway pavements. Offerors will be allowed maximum flexibility to develop a Contractor's Statement of Work (CSOW) in accordance with a Statement of Objectives. A draft SOO is provided as an Attachment 1. The finalized SOO will be provided as attachment to the anticipated RFP. The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. Offerors must have an approved accounting system to be eligible for award of a Cost Type contract. This requirement will be reserved for small businesses pursuant to NAICS code 541712.
