Title: Technical writer/editor for the CCR connections semi-annual magazine Document Type: Pres-solicitation Notice Solicitation Number: NCI-130076-TK Proposed Posted Date: 6/12/13 Proposed Response Date: 6/26/13 11 AM EST Classification Code: B NAICS Code: 561410 Business Size Standard: $14 million Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive Room 1E626 Bethesda, MD 20892 Description: The Center for Cancer Research (CCR) at the National Cancer Institute (NCI) plans to procure on a sole source basis consulting services of a technical writer for the CCR Connections semiannual news magazine from Hema Parthasarathy, Ph.D. 2120 Stockton St. #205 San Francisco, CA 94133. The products herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System code is 561410 and the small business standard is $14 million. Only one (1) award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for the base year of twelve (12) months with one (2) twelve (12) month option periods. It has been determined there are no opportunities to acquire green products or services for this procurement. CCR connections, a semiannual news magazine launched in June 2007 and available at the Center for Cancer Research’s Web site, http://ccr.cancer.gov, helps fulfill Center for Cancer Research-Office of the Director’s (CCR-OD) mandate to deliver quality cancer information directly to the public as well as to the health professionals within the oncology research community who, in turn, communicate with the public. This comprehensive resource, designed to meet the increasing demand for useful and authoritative information about important Intramural Research Program (IRP) advances, activities, and initiatives, provides the target audience with critical information about important research findings and the strategic partnerships that are producing innovations and inventions to better prevent, detect, diagnose and treat cancer. Besides its quality standards in presenting trusted cancer research, the publication is a prime example of the Department of Health and Human Services Plain Language approach to communication. The research highlighted in the magazine is described briefly. Highly technical scientific information from peer-reviewed journals is summarized into single pages that capture the essence of the research. CCR connections also includes feature stories, CCR Director’s commentary, and entries from alumni oncologists and scientists who trained at the CCR—all addressing timely cancer research information in language easily grasped by the target audiences. CCR connections contains a CCR Director’s editorial, News section covering significant scientific papers and news highlights, Feature section covering major CCR accomplishments, programs and activities, Commentary from an alumni, and a feature on CCR-run clinical trials in progress at the National Institutes of Health’s Clinical Center. This format serves to keep the research community and other interested public and stakeholders informed of important late-breaking news related to CCR’s cancer research and clinical trials. The purpose of this acquisition is to procure labor, skills, management, material, and oversight to produce content to publish CCR connections semiannually. The contractor shall be required to research, write, and fact check their original work, and provide substantive editing and copyediting that results in a final version of the writing product. The contractor must have a Ph.D. with a focus in life science; at least two years of laboratory research experience; at least 10 years of experience in communications and/or journalism; be familiar with broad areas of cancer research; be skilled at translating technical writing to plain language, at copyediting and substantive editing, and in writing new-magazine style articles that cover broad areas of cancer research; and can adhere to CCR’s tight production schedule. The contractor shall also be familiar with research, policies, processes, and infrastructure of the National Cancer Institute and the Center for Cancer Research. Dr. Hemai Parthasarathy is familiar with the CCR Office of Communications processes, procedures, writing and editing styles, in-depth NCI publication policies and procedures, CCR-OD policies and infrastructure, and CCR’s researchers, clinicians and their work. In addition, she has writing and editing expertise gained from years of prior work experience with scientific journals and with contracting firms where she worked with a variety of NIH institutes including NCI. Having earned her PhD, and having laboratory research experience, she has intimate knowledge of the research process, and is familiar with scientific language. In addition, she is also skilled at translating scientific topics so they are easily understandable to the lay public. In the past, she has been a vital part of CCR’s team responsible for producing CCR connections. Dr. Parthasarathy has excellent knowledge of CCR management’s goals, target audience and vision for this important communication. She is aware of the extremely rigid schedule required to produce the publication. Therefore, she will ensure that communications are expressed in the most powerful way possible. This is not a solicitation for competitive quotations. However, if any interested party, particularly small businesses, believe they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on June 26, 2013.
