Description: BRAND NAME JUSTIFICATION COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number M67001-13-Q-0177 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66 effective 1 Apr 2013 and DPN 20130522 effective 22 Apr 2013. This solicitation is 100% set-aside for total small business. The associated NAICS code is 541519. The size standard is 150 employees. This solicitation is a brand name requirement. Vendors must be registered in the System Award Management (SAM) registration database. Lack of registration in the SAM will make vendors ineligible for award. Items must be compatible for Courtroom reporting use. The Government anticipates award of a single Firm Fixed Price contract. The Government intends to award only one contract on an "all or none" basis as a result of this solicitation; however, the Government reserves the right to award no contract at all, depending on the quality of offers submitted. EVALUATION. Vendors responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical acceptability: Brand Name with requested technical specifications; (2) Delivery (2 Weeks ARO); (3) Past Performance; (4) Price: All pricing quoted shall be FOB Destination. Award will be made on the basis of the lowest price technically acceptable (LPTA) of quotes meeting or exceeding the acceptability standards for non-cost factors with a history of acceptable past performance. The Government intends to evaluate quotes and award a contract without discussions with vendors. Vendors should not expect requests for clarification or additional information from the Government. Therefore, the vendor's initial quote should contain the vendor's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions with vendors if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; and may waive informalities and minor irregularities in quotes received. Quotes will be evaluated and ranked according to price, from lowest to highest. The Government reserves the right to evaluate only the technical quote of the lowest price offeror. Other technical quotes may not be evaluated unless the Government determines the lowest price offeror to be unacceptable. In the event the Government determines the lowest price offeror to be unacceptable, the technical quote of the next lowest price offeror will be evaluated. This process will continue until a technical quote is determined to be acceptable. For past performance, the vendor shall submit, as part of its quote, information on two (2) previously performed contracts or on-going contracts that are similar to the statement of work/item description in the solicitation performed for Federal, State or local Governments, and for commercial firms. Past performance - Information shall include Point of Contact, contact phone number, delivery/period of performance, contract number, and value of the contract. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. Vendors lacking relevant past performance history will not be evaluated favorably or unfavorably on past performance and will receive a neutral rating. The vendor should provide the information requested above for past performance evaluation, or affirmatively state that it possesses no relevant directly related or similar past performance.
