- The United States Air Force, AFLCMC/Operational Contracting Branch, Wright-Patterson AFB, Ohio 45433-5344. This is a Sole Source synopsis published for informational purposes only. This proposed action is for the procurement of a Three Sensor MetalSCAN Oil Debris Monitoring System. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(c). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 334516. Size standard is 500 employees. The proposed source is GasTOPS, Inc. 3960 Corporate Drive, Suite 140 Huntsville, AL 35805. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within five (5) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. To comply with FAR 5.207(c)(15): AFRL/RQTX/Compressor Research Facility (CRF) requires an oil debris monitoring system, the Three Sensor MetalSCAN System, with one ¾ inch sensor, two 1.25 inch sensors, a multi-sensor control unit, and the related software. The system needs to be able to quantify and give size estimates of each chip seen to support the existing CRF data system which continually monitors the condition of the oil and alerts engineers when ferrous and on-ferrous chips have been seen. The CRF currently has one oil debris monitor from GasTOPS that the new sensors are required to interface with. Current chip detectors, including the one CRF currently has, do not have the capability to quantify and size the chips seen. Due to these limitations, the CRF would be required to shut down a test each time a chip has been detected for additional testing. Each one of these shutdowns costs the Air Force approximately $xxxx and can happen upwards of 10 times within any give test program. The oil monitoring system used in the CRF is a critical component for safety and health monitoring of the bearings of the system. All of the requested components are required to ensure uninterrupted operability and are critical to their mission. Purchasing competing technology to fulfill the government's requirements would result in additional expenditures totaling an estimated $xxxx. The estimate for this contemplated action is $xxxx therefore the cost differential for this example is $xxxx. This cost cannot be recovered through competition. The only know source to meet the government's requirements is GasTOPS, Inc. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.
