Description
INTRODUCTION: NASA Kennedy Space Center (KSC) is in the process of updating the Centers Flame Trench Walls at Launch Complex 39B (LC-39) to modernize and add capabilities in support of the Florida Launch Range (KSC/Cape Canaveral Air Force Station). The effort will enhance the infrastructure and capabilities available to commercial launch, spacecraft, payload and related industry providers and benefit NASAs current and future operations on the Florida Launch Range. PURPOSE: The purpose of this Request for Information (RFI) is to gather information that will be used by KSC and the proposed 21st Century Space Launch Complex program planning activity to assess the need for infrastructure changes to enhance the Florida Launch Range. This information will help identify potential investments (both internal and external to NASA) to meet the needs of current and future users (commercial industry, NASA, international organizations, academia, other government agencies and the USAF) through capital improvements to the infrastructure. NASA will focus its review of information received on investment ideas that will enable more efficient manufacturing, flight hardware processing, payload processing, and/or launch/recovery operations. OBJECTIVES OF THE RFI: This RFI is open to responses from all commercial entities, international organizations, academia, NASA Centers and other government agencies. NASA is interested in gathering information from viable organizations regarding proposed design and build concepts for refurbishment of the flame trench walls at LC-39B, KSC. The design and build concepts will be evaluated in conjunction with a concept of launch pad operations to determine whether deviation from the existing baseline configuration is warranted. Consideration of conceptual designs for this project are to be based on the attached rocket engine plume analysiswhich shows relative and predictive pressure and temperatures to be experienced when launching a heavy lift vehicle. Please provide point of contact information in your response. A site visit and/or on site meeting(s) may be entertained and will be evaluated on a case by case basis. RESPONSE INSTRUCTIONS: The requested responses are for information and planning purposes only and shall include proposed materials, anchoring system design/recommendations, rough order of magnitude (ROM) cost estimates, and ROM installation schedule/timeline. NASA does not intend to post information or questions received to any website or public access location. NASA does not plan to respond to the individual responses.NASA reserves the right to share all information received in response to this RFI throughout NASA and with its Federal and State Government partners. The information submitted in response to this RFI may be used in NASA's formulation of one or more solicitations seeking competitive proposals related to the initiatives described herein. Therefore, any proprietary data should be clearly marked. NASA will protect such data from public disclosure to the extent permitted under the Freedom of Information Act. All responses should be provided in MS Word document format, both hard and electronic media.Font should be Times New Roman, size 12. Responses should not exceed 25 pages and should reference RFI-KSC-FTWR. Please submit responses no later than July 12, 2013 or 30 days from the publication of this notice, whichever is later, to NASA/KSC Procurement Office, ATTN: OP-ES/Mike Felker, Contracting Officer, Kennedy Space Center, FL 32899. Additional questions should be provided to Mike Felker via e-mail: gary.m.felker@nasa.gov. This preliminary information is being made available for planning purposes only,subject to FAR Clause52.215-3, entitled Solicitation for Information and Planning Purposes. It does not constitute a Request for Proposal, Invitation for Bid, or Request for Quotation, and it is not to be construed as a commitment by the Government to enter into a contract. Moreover, the Government will not pay for the information submitted in response to this RFI, nor will the Government reimburse an Offeror for costs incurred to prepare responses to this RFI. No solicitation exists at this time; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in the FedBizOpps and on the NASA Acquisition Internet Services (NAIS). It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. NASA Clause 1852.215-84, Ombudsman, is applicable.
