Description
The Consumer Product Safety Commission (CPSC), Division of Hazard and Injury Data in the Directorate for Epidemiology Department, requires the services of a contractor to provide evaluation site visits in support of the evaluation of the quality of data collected in all-trauma data collection services for the National Electronic Injury Surveillance System (NEISS). The contractor shall conduct orientation/evaluation and training visits in support of the all-trauma data collection. The hospital visits shall include meeting with Emergency Department staff to provide orientation, public relations, and examples of known product hazards. An extensive review of the NEISS coding at the hospital or training of new coders will be conducted evaluating the record flow and routing of charts, the identification and coding of reportable records, and conducting an exit interview discussing the findings. A written report detailing the results of the evaluation/training will be submitted to CPSC. This shall include hospital visits, meetings, orientation evaluation for Emergency Department (ED) staff, examples of known product hazards, complete trauma history, record flow analysis, identifying problems, routing of charts, record review, public relations, exit interview, reports and travel to hospitals. The contractor must have two (2) or more years of experience within the last four (4) years of extensive NEISS coding experience. The evaluators experience must include a historical error rate below 4.5% for a period of at least two (2) out of the last three (3) years. ALL QUOTES MUST BE VALID THROUGH SEPTEMBER 30, 2013. All offerors will be evaluated utilizing Best Value Procedures. Anticipated release date of the Request for Quotation (RFQ) is on or around June 24, 2013. The date and time for submission of quotes shall be received no later than 3:00 p.m. July 15, 2013. Quotes, technical proposal and any other support documents to be submitted in response to this solicitation may be emailed to rsmith@cpsc.gov, by fax to the attention of Renita Smith at fax number 301-504-0628, or by mail US Consumer Product Safety Commission, 4330 East-West Highway, Room 523, Bethesda, Maryland 20814. Please reference the RFQ number (CPSC-Q-13-0030) on all documents. All responsible sources may submit an RFQ in response to this request. The Government anticipates that the requirement will fall under the NAICS code 541990 and the small business size standard is $14.0M. Quoters are responsible for confirming receipt of submitted documents. All interested parties must be registered and current in SAM (www.sam.gov) to be considered.
